Many governments do not give education sufficient priority in their national budgets. Too many do not use resources for education effectively and efficiently and often subsidize better off groups at the expense of the poor. At the same time stabilization programmes often fail to protect education budgets. As a direct consequence user charges continue to be a major deterrent to poor children attending school and to young people and adults in need of non formal learning. In some countries passing the cost burden on to poor parents has had a devastating impact of enrolment and retention. Education must neither exclude nor discriminate. Every government has the responsibility to provide free quality basic education so that no child is denied access because of the inability to pay.
