Once these operator/carriers engage in interstate operations with large commercial motor vehicles, they are required to register with the U.S. Department of Transportation (USDOT) and they become subject to the Federal Motor Carrier Safety Regulations (FMCSRs). In particular, this study was accomplished to help provide a basis for formulating the details of a new entrant education and safety assurance process including the possible need for special emphasis among the component groups of new entrants.
