Clapp in 1864 by Major General Dix on suspicion of fraud, specifically cheating recruits out of their enlistment bonuses, and plundering them and their families of their funds. The author's primary focus is on the abuses of the recruitment system in New York City during the Civil War and the lengths to which General Dix went to recover funds from those who had defrauded recruits.
