It began as a minor technical tool used in a few branches of medicine, notably endocrinology and nephrology. However, thro…ughout the world it has now become established as a clinical discipline in its own right, with specific training programmes, special skills and a particular approach to patient management. Although the practising nuclear medicine physician must necessarily learn a great deal of basic science and technology, a sound medical training and a clinical approach to the subject remains of fundamental importance. It is for this reason that we have attempted in this book to approach the subject from a clinical standpoint, including where necessary relevant physiological material. There exist many excellent texts which cover the basic science and technology of nuclear medicine. We have, therefore, severely limited our coverage of these aspects of the subject to matters which we felt to be essential, particularly those which have been less well covered in other texts - for example, the contents of Chapter 21 on Quantitation by Royal and McNeil. Similarly, we have included at the end of some chapters descriptions of particular techniques where we and the authors felt that it would be helpful. Is it not sufficient to read and interpret texts if we wish to understand and explain historical periods This book has been written out of a conviction that archaeology is important, even in the study of literate societies. Yet the book has also been written out of a conviction that the importance of the historical archaeologies is not obvious to everyone. The disciplines have a tendency to be marginalized in relation both to history and to archaeology and anthropology, because the archaeologi cal results are sometimes perceived as unnecessary confirmations of what is already known. Although I regard theoretical considerations as crucial for all scholarly work, I do not think that the solution to this marginalization can be found in any 'definitive' theory that might raise the disciplines above the threatened tautology. Instead, I have found it more important to examine different methodological approaches in the historical archaeologies, to investigate how material culture and writ ing can and could be integrated. I am convinced that the tautological threat should be averted in the actual encounter of artifact and text. The symposium brought together both economists and agency management personnel for the purpose of discussing not only how economic tools apply to trans-boundary water management, but also of identifying the obstacles to making such tools useful and informative to politicians and negotiators in public decision making roles. INTERNATIONAL VERSUS DOMESTIC TRANS-BOUNDARY PROBLEMS Trans-boundary water problems arise in many dimensions. The two most important types of problems emphasized in this book are international and domestic interstate or interregional problems. Cooperation on international problems is especially difficult because enforcement must be voluntary given the sovereignty of nations and the absence of an effective legal enforcement mechanism.
