In the broadest sense, it seeks to understand how bureaucrats try to resolve two often conflicting goals of regulatory justice: eq…uity (treating like cases alike on the basis of rules) and respon siveness (making exceptions for persons whose needs require that rules be stretched). It analyzes the extent to which such factors as bureaucratic norms, the task orientation of workers, third-party pressure, and outside intervention affect staff members' use of discretion. Many of the rules under consideration were intended by federal officials to achieve such programmatic objectives as racial desegregation and housing for the neediest; in this regard, the study is also an examination of federal-local relationships. Finally, the study examines how the use of discretion changes over time as an agency's mission shifts and reforms are attempted. This book is directed at the audience of administrators of programs who offer services to the public and struggle with how to allocate them. The book is also intended for those concerned with housing policy, partic ularly the difficult problems of whom to house. Finally, it is hoped that students of public management, social welfare, government, and urban planning, who are interested in how public policy is administered through a bureaucracy, will find the book insightful. The same period witnessed a proliferation of social welfare programs, elements of which were sometimes commingled with demand management and pay policies in trilateral bargaining processes involving gov ernments, unions, and employers. In the wake of such subsequent develop ments as the oil price shocks, sharply intensified international competition, and slowing of growth rates in productivity, however, governments resorted more frequently to deflationist macroeconomic policies and also to policies aimed directly at increasing IIflexibility' in wage determination and the de ployment of labor by the firm. It is a major theme of this very interesting book that these labor market policies have not been demonstrably (or at least sufficiently) effective in com bating the high rates of unemployment which have been prevalent in most of the countries of Western Europe since the late 1970s. This theme emerges from the chapters on labor market developments and policies in six countries of Western Europe, the United States, and Hungary (a welcome addition to this type of scholarship), as well as another set of chapters'devoted to specific policy areas. In effect, Samuel Rosenberg and his colleagues-an interna tional team of nineteen economists and sociologists-are repeating in con crete terms a sermon preached by Keynes over a half century ago. 280 pp. Englisch.

In 1976, when I submitted to the Committee on the Challenges of Modern Society the draft of this pilot study, the use of remote sensing in the area covered by the project was still at the experimental research stage. Two years later, the Amoco Cadiz disaster occurring on the Brittany Coast gave ~he opportunity to demonstrate the important role that remote sensing could play in the fight against major oil spills. At the same time, many countries engaged in the fight against the deliberate discharge of oil from ships became aware of the po tential of remote sensing to help combat this type of illegal activity. Compiling this volume has afforded me the opportunity to re-read the papers that were presented at the workshops in Washington, D.C. and Paris, which were held April 1979 and October 1982, respectively. Not only is the material still of current interest, but also some recommendations expressed by the experts have already received international recognition. What has actually been achieved by the Conference organisers is a balance between the ideals expressed and the resulting response from electrochemists. The technical program consisted of 48 papers by 91 authors from twelve countries. The program was divided into six sessions, and Dr. Hartley delivered the Concluding Remarks. Subsequently, six more papers were contributed for the proceedings volumes with the result that these volumes contain Sl papers (three papers are not included for certain reasons) and are divided into seven parts. The first three parts are embodied in Volume I and the remaining four parts constitute Volume 2; each part is followed by a Discussion Section. Dr. Hartley's Concluding Remarks are in cluded in both volumes. When the idea of arranging a symposium on micelles was broached to me, I accepted it without an iota of hesitation. I had two op tions: either to make it a one- or two-sessions symposium, or bring together the global community actively carrying out research in this area. I opted for the latter as the subject was very timely and I knew that it would elicit very enthusiastic response. This study examined the effects of burial in soil on the biodeterioration of synthetic textile fibers such as cellulose acetate, nylon,… polyesters and acrylics. Cellulose acetate fibers began to show signs of decomposition within two months after burial in common garden topsoil and were completely degraded within four to nine months. It was found that severely decomposed cellulose acetate fibers could be identified by pyrolysis-gas liquid chromatography even when other methods such as polarized light microscopy and dispersion staining failed. The solubility behavior of the cellulose acetate fibers also was altered. The other types of fibers showed no detectable alteration at the end of the twelve-month study. Except for a few monographs and survey articles (see, e. g., IOHIMARU, 1973, 1982; KUDRIN, 1974; KLIMONTOVIOH, 1975; EBELING, KRAEFT and KREMP, 1976, 1979; KALMAN and CARINI, 1978; BAUS and HANSEN, 1980; GILL, 1981, VELO and WIGHT MAN, 1981; MATSUBARA, 1982) the extended material on charged particle systems, which is now available thanks to the efforts of many workers in statistical mechanics, is widely dispersed in many original articles. It is the aim of this monograph to represent at least some part of the known results on charged particle systems from a unified point of view. Here the method of Green's functions turns out to be a powerful method especially to overcome the difficulties connected with the statistical physics of charged particle systems; some of them are . mentioned in the introduction. These scientists had to consider every aspect of the field, as it concerned: modeling, which has recourse to fluid thermodynamics, molecular phys ics, and chemistry; numerical evaluation, which relies on mathematical analysis and data processing; and experiments in the firing area, which require specific stress generators and instrumentation. Whilst this book is a testament to the activity and success of staff of the CEA, it also reviews a number ofthe advances made in the discipline. How ever, it is not intended to be an exhaustive account of those advances; it is assumed that the reader can, if desired, consult the standard monographs, and more recent, more specialized works (notably W.C. Davis and W. Fickett, and C.L. Mader). The history of the discipline is interesting in itself, and also as an illustra tion of the causes which lead to progress in a coherent body of scientific work. Nuclear energy has its most important role as an insurance against the hard times to come. But will the demand come at a time when the current reactors with their heavy use of natural uranium feed stocks are to be used or in an era where other aspects of the fuel supply must be exploited The time scale is sufficiently uncertain and the duration of the demand so unascertainable that a sensible forward policy must anticipate that by the time the major demand comes, the reasonably available natural uranium may have been largely consumed in the poor convertors of the current thermal fission programme. 592 pp. Englisch.

The synergism produced by conducting the two con…ferences together remains very strong. In the ap pl1cation of cryogenic technology, materials continue to be a demanding challenge, and sometimes, an obstacle. The association of materials and cryogenic engineers increases their awareness of recent research in each other's fields and influences the course of future research. Many contributed to the success of the 1981 conference. J. W. Morris of the University of California--Berkeley was ICMC Conference Chairman. E. N. C. Dalder of Lawrence Livermore Laboratories was ICMC Structural Program Chairman; D. C. Larbalestier of the University of Wisconsin- Madison, and D. K. Finnemore of Iowa State University were Superconducting Materials Program Chairmen. Local arrangments were expertly coordinated by R. E. Tatro of General Dynamics--San Diego. The CEC Board, especia11y their conference chairman, T. M. Flynn, of the National Bureau of Stan dards, Boulder, contributed very substantia1ly to conference planning and implementation. All of their efforts provided the foundation of the largest CEC/ICMC ever. We thank the Office of Naval Research and the Office of Fusion Energy and Basic Energy Sciences of the Department of Energy for providing needed financial support for the conference. NATO has extensive programs in the scientific and environmental fields, and I would like to take this opportunity to give you a short outline of these programs. Collaboration and consultation between member countries of the Alliance have been of major concern to the North Atlantic Treaty Organization ever since it was established. In the mid-fifties a serious attempt was made to imple ment the collaboration in nonmilitary fields, and a report\* from a committee of foreign ministers-Lester B. Pearson (Canada), Gaetano Martino (Italy), and Halvard Lange (Norway)-named scientific and technological cooperation as especially important. As a consequence of this report, a position as science adviser to the secretary-general of NATO (later changed to Assistant Secretary General for Scientific and Environmental Affairs) and a science committee composed of one highly qualified scientist from each of the member countries of the Alliance was established in 1958. 340 pp. Englisch.

Harrie Massey was a member of the Scientific Advisory Committee of the 1984 Santa Flavia School. The University of Wisconsin continues to graduate a large number of Chinese students. Economic conditions in the 1930s were very precarious for the United States and other parts of the world. Many of us students grew closer together because we were living on similarly tight budgets. As a matter of fact, we subleased a part of our apartment in Madison to some Chinese graduate students. This was a very nice opportunity for us to learn about the scientific and cultural back ground of our Chinese friends. Many of them came from the interior of China and had had very little opportunity to become acquainted with people from a western culture. Living with these students was a very pleasant and educational experience which gave us a good pic ture of the cultural life and educational system of China at that time--an intimate picture that one normally would not see without travelling in that country. 872 pp. Englisch.

We have deliberately avoided these topics so that the reader is confronted only with the basic principles and is allowed a taste of the applications. In the process of traversing the terrain of several intellectual traditions and cutting through various disciplinary forests and thickets, a number of striking observations were made-all leading to two sober ing conclusions. First, most intellectual maps dealing with agriculture fail to recognize it as the basic interface between human societies and their environment. Because of this, they are little better than the 'flat earth' maps of earlier centuries in helping to understand global realities. Second, when agriculture is analyzed from a global perspec tive that takes evolution seriously, one sees that the ecological risks as well as the energy and social costs of modern industrial agriculture make it largely inappropriate for developing countries. Beyond that, one can see a great need within industrialized countries to develop less costly, less risky, and more sustainable agricultural alternatives. Early in the journey it became clear that conventional disciplinary approaches were inadequate to comprehend the scope and diversity of global agriculture and that a new multilevel approach was needed.
