Many small states also continue to rely heavily on special trade arrange-ments with industrial countries. Recently a lot of attention has been paid to quite a different strategy: North-South integration with reciprocal obligations. In practice, the strategies are not mutually exclusive, but must be combined into a coherent policy package for maximum advantage.

Nowadays, although there is still a need to consolidate and standardize the horizontal infrastructures, the focus is more and more directed to the development of new vertical business models and the corresponding support tools. At the same time, in the earlier R&D projects, the attention was almost exclusively devoted to the operation phase of the VE life cycle, while now there are more activities addressing the creation phase, developing mechanisms to support the rapid formation of new virtual organizations for new business opportunities. In order to complete the life cycle, there is a need to also invest on support for VE dissolution.

A. Ragotzkie, L. R. Pomeroy, J. M. Teal, and D. C. Scott, entitled 'Proc…eedings of the Salt Marsh Conference' held in 1958 at the Marine Institute, Sapelo Island, Ga. Now forty years later, the Sapelo Island conference has been the major intellectual impetus, and another Sea Grant Program the major backer, of another symposium, the 'International Symposium: Concepts and Controversies in Tidal Marsh Ecology'. This one re-examines the ideas of that first conference, ideas that stimulated four decades of research and led to major legislation in the United States to conserve coastal wetlands. It is dedicated, appropriately, to two then young scientists - Eugene P. Odum and John M. Teal - whose inspiration has been the starting place for a generation of coastal wetland and estuarine research. I do not mean to suggest that wetland research started at Sapelo Island. In 1899 H. C. Cowles described successional processes in Lake Michigan freshwater marsh ponds. There is a large and valuable early literature about northern bogs, most of it from Europe and the former USSR, although Eville Gorham and R. L. Three HDLs are presented: VHDL and Verilog, the widely used standard languages, and the proprietary Altera HDL (AHDL). The chapters on these languages serve as tutorials and comparisons are made that show the strengths and weaknesses of each language. A large number of examples are used in the description of each language providing insight for the design and implementation of FPLDs. With the addition of the Altera UP-1 prototyping board, all examples can be tested and verified in a real FPLD.
