Moreover, the application for a NATO ARW grant was successful, leading to a greater interest in the workshop. In this respect, we have to say that we chose Romania in order to attract scientists from Central and Eastern European countries and improve the cooperation in the region, in the field of cluster computing. We had an extremely short time to organize the event, but many people joined us and enthusiastically contributed to the process. The success of the workshop is wholly due to the hard work of the organizing committee, members of the program committee, key speakers, speakers from industry, and authors of accepted papers. The workshop consisted of invited and regular paper presentations, followed by discussions, on many important current and emerging topics ranging from sheduling and load balancing to grids. The key speakers devoted their time and efforts to presenting the most interesting results of their research groups, and we all thank them for this . The Canadian AI conference showcases the excellent research work done by Canadians, their international colleagues, and others choosing to join us each spring. International participation is always high; this year almost 40% of the submitted papers were from non-Canadian - searchers. We accepted 24 papers and 8 poster papers from 52 full-length papers submitted. We also accepted eight of ten abstracts submitted to the Graduate Student Symposium. All of these accepted papers appear in this volume. The Canadian AI Conference is the oldest continuously-held national AI c- ference in the world. (ECCAI's predecessor, AISB, held meetings in 1974, but these have since become international.) Conferences have been held biennially since 1976, and annually since 2000. AI 2002 again joined its sister Canadian computer science conferences, Vision Interface and Graphics Interface, enri- ing the experience for all participants. The joint meeting allows us to stay - formed about other areas, to make new contacts, and perhaps to investigate cross-disciplinary research. The theme of IFM 1999 was the integration of state and behavioral based formalisms. The recent history of theoretical chemistry has seen an explosion of progress in the devel- ment of methods to study similar properties of systems with Avogadro's number of particles. While the physical properties of condensed phase systems have long been principle targets of statistical mechanics, microscopic dynamic theories that start from detailed interaction potentials and build to first principles predictions of properties are now maturing at an extraordinary rate. The techniques in use range from classical studies of new Generalized Langevin Equations, semicl- sical studies for non-adiabatic chemical reactions in condensed phase, mixed quantum classical studies of biological systems, to fully quantum studies of m- els of condensed phase environments. These techniques have become sufficiently sophisticated, that theoretical prediction of behavior in actual condensed phase environments is now possible. and in some cases, theory is driving development in experiment. The authors and chapters in this book have been chosen to represent a wide variety in the current approaches to the theoretical chemistry of condensed phase systems.
