Observers from Australia and South Africa attended as well, and the United Nations Organization for Industrial Development (UNIDO) was represented. Mr. R. Birkeland of Norwa;y was elected Chainnan, and Mr. V. Turushev of the USSR Vice-Chainnan. During the seminar, study visits were arranged for participants: to Berger Langmoen A. S. , Brumunddal, whi ch produces sawnwood, planed wood, wooden packaging, building components using finger-jointed timber, parquet flooring and fibreboard; to the Moelven Group, Moelv, which produces modular houses and other types of timber-framed buildings and building panels, sawnwood, glue-laminated products, skis, etc. , as well as a number of types of mechanical equipment and vehicles.

Every decision, every action, even the refusal to either act or decide involves some element of risk. Perhaps, because we accept relatively low levels of…risk in our daily activi ties, we tend to minimize the existence of risk and thereby fail to include risk assessment in those decisions and actions which could be improved through a risk assessment process. However, our casual approach to risk assessment seems to stem largely from the diffi culties inherent in measuring risk rather than from any lack of cognizance of the existence of risk. This conclusion is evidenced by the many statements in official documents relating to planning and evaluation which suggest that risk assessments should be con ducted but do not provide the mechanism for such assessments nor do they encourage their consideration in the decision making process. This conference on Risk/Benefit Analysis in Water Resources Planning and Management is notable because it attempts to identify and evaluate the mechanisms available for risk assessment which might be useful in water resources planning and management efforts. These proceedings bring together the thoughts of professional per sons who have struggled with the problems of risk assessment and who have contributed to the refinement of both theoretical and pragmatic solutions for the improvement of risk assessment processes.

This volume is the proceedings of the Cardiff meeting. We believe that it demonstrates the brave efforts and variety of new ideas that characterise the studies of scientists who realise the importance of blending the phYSICal sciences with skin biology.

The availability of amniocentesis and its accuracy in predicting which factor is affected has produced new problems for genetic counselling. The fourth section is clinical and describes the experience of procedures in the Nuffield Department of Orthopaedics, Oxford. Although most of the material presented in Part I is not original, it is hoped that the detailed and self-contained exposition will help the reader to understand not only the following pages, but also the existing technical and variegated literature on markets with imperfect information. The mathematical prerequisites needed, but not explained in the text rarely go beyond elementary calculus and probability theory. Whenever more advanced concepts are used, I have made an effort to give an intuitive explanation as well, so that the argument can also be followed on a non-technical level (cf. e.g. the treatment of the 'generic' viewpoint in Ch. 9). In the same spirit, discussion of mathematical assumptions is limited to those which have economic sig- ficance, whereas purely 'technical' assumptions (like differentiability or integrability of certain functions) are usually made without comment whenever convenient. At that time, micro mechanics was a rather unfamiliar subject. Although I repeated the course every year, I was ne v…er convinced that my notes have quite developed into a final manuscript because new topics emerged con stantly requiring revisions, and additions. I finally came to realize that if this is continued, then I will never complete the book to my total satisfaction. Meanwhile, T. Mori and I had coauthored a book in Micromechanics, published by Baifu-kan, Tokyo, in Japanese, entitled 1975. It received an extremely favorable response from students and researchers in Japan. This encouraged me to go ahead and publish my course notes in their latest version, as this book, which contains further development of the subject and is more comprehensive than the one published in Japanese. Micromechanics encompasses mechanics related to microstructures of materials. The method employed is a continuum theory of elasticity yet its applications cover a broad area relating to the mechanical behavior of materials: plasticity, fracture and fatigue, constitutive equa tions, composite materials, polycrystals, etc. These subjects are treated in this book by means of a powerful and unified method which is called the 'eigenstrain method. ' In particular, problems relating to inclusions and dislocations are most effectively analyzed by this method, and therefore, special emphasis is placed on these topics. 512 pp. Englisch.

The present… development of nuclear power has not, however, reached the stage where offs hore siting can be considered as a near or medium term proposition. The purpose of this report is to summarize the state of the art for the provision of floating or fixed structures, or man-made islands of the size needed for the construction of nuclear and other power stations. It describes the main factors which must be taken into account in the design and location of such islands and provides an indication of feasibility and cost for each design at the present time. It deals mainly with the civil engineering problems and not other major factors, such as the law of the sea, the rights of countries to locate nuclear establishments off their coast, their safety, security, the energy connection with the mainland, the marine ecology, the logistics, etc. ; many of these problems are directly related to the site and have major economic and political implications. The explanation is undoubtedly that the subject is still in a stage…of early development, and that the methodologies have still a very limIted applicability. It is not possible to give rules for general application of fracture mechanics concepts. Yet our comprehension of cracking and fracture beha viour of materials and structures is steadily increasing. This latest symposium, the third, was held in Bologna, 5-7 November 1980. I…f we compare the two proceedings it is quite evident how much progress has been achieved in EBL research during these few years. Whereas in 1975 there were still discussions on the character isation and importance of the various identified antigens and the anti bodies against them, we now have evidence of base sequence variations of the bovine leukosis provirus derived from cattle in different conti nents, due to the world-wide cooperation on the subject. Disease control was still largely based on haematology, whereas now some countries are completely free, or on the verge of becoming completely free, of the disease following the introduction of serological methods of diagnosis. EBL research appears to me to be an excellent example of the pro duction of new fundamental research and its transfer to the applied disciplines of veterinary sciences. I must emphasise that this progress would not have been achieved if the CEC had not sponsored a number of projects and the meetings. I should like to thank the CEC for this continued sponsorship, Prof. Dr. Gentile, whose invaluable assistance helped to ensure the quality of the symposium and Janssen Services for their work in preparing the proceedings and assistance with the editing of the papers and dis cussion. 632 pp. Englisch.

There are many Festschrift volumes dedicated to various philosophers. There is the celebrated Library of Living Philosophers edited by P. A. Schilpp whose format influenced the present enterprise. Still they can only cover very little of the contemporary philosophical scene. Faced with a tremendous expansion of philosophical information and with an almost frightening division oflabor and increas ing specialization we need systematic and regular ways of keeping track of what happens in the profession. PROFILES is intended to perform such a function. Each volume is devoted to one or several philosophers whose views and results 'are presented and discussed. The profiled philosopher(s} will summarize and review his (their) own work in the main fields of signifi cant contribution. This work will be discussed and evaluated by invited contributors. Relevant historical and/or biographical data, an up-to-date bibliography with short abstracts of the most important works and, whenever possible, references to significant reviews and discussions will also be included. 340 pp. Englisch.

Mathematical and statistical methods have played an important role in the d…evelopment of this field and a large, and sophisticated, literature exists which is concerned with the theory of epidemiological processes in popu lations and the dynamics of epidemie and endemie disease phenomena. Much ofthis literature is, however, rather formal and abstract in character, and the field has tended to become rather detached from its empirical base. Relatively little of the literature, for example, deals with the practical issues which are of major concern to public health workers. Encouragingly, in recent years there are signs of an increased awareness amongst theoreticians of the need to confront predictions with observed epidemiological trends, and to pay elose attention to the biological details of the interaction between host and disease agent. This trend has in part been stimulated by the early work of Ross and Macdonald, on the transmission dynamics of tropical parasitic infections, but a further impetus has been the recent advances made by ecologists in blending theory and observation in the study of plant and animal populations. 384 pp. Englisch.

This item is printed on demand - it takes 3-4 days longer - Neuware -The content of this book is based, largely, on the core curriculum in geophys ical fluid dynamics which land my colleagues in the Department of Geophysical Sciences at The University of Chicago have taught for the past decade. Our p…urpose in developing a core curriculum was to provide to advanced undergraduates and entering graduate students a coherent and systematic introduction to the theory of geophysical fluid dynamics. The curriculum and the outline of this book were devised to form a sequence of courses of roughly one and a half academic years (five academic quarters) in length. The goal of the sequence is to help the student rapidly advance to the point where independent study and research are practical expectations. It quickly became apparent that several topics (e. g. , some aspects of potential theory) usually thought of as forming the foundations of a fluid-dynamics curriculum were merely classical rather than essential and could be, however sadly, dispensed with for our purposes. At the same time, the diversity of interests of our students is so great that no curriculum can truly be exhaust ive in such a curriculum period. It seems to me that the best that can be achieved as a compromise is a systematic introduction to some important segment of the total scope of geophysical fluid dynamics which is illustrative of its most fruitful methods. 640 pp. Englisch.

It is aimed at two audiences: on the one hand the computer pro…fessional who has a good knowledge of Cobol or Fortran but needs convincing that Pascal is worth learning, and on the other hand the amateur computer enthusiast who may have a smattering of Basic or may be an absolute beginner. Its approach is based on two principles that are not always widely recognized. The first is that computing is no longer a specialist subject. In the early days of computing a priesthood arose whose function was to minister to those awesome, and awesomely expensive, machines. Just as in the ancient world, when illiteracy was rife, the scribes formed a priestly caste with special status, so the programmers of yesteryear were regarded with reverence. But times are changing: mass computer literacy is on its way. We find already that when a computer enters a classroom it is not long before the pupils are explaining the finer points of its use to their teacher - for children seem to have greater programming aptitude than adults. This book, it is hoped, is part of that process of education by which the computer is brought down to earth; and therefore it attempts to divest computing of the mystique (and deliberate mystification) that still tends to surround the subject. 340 pp. Englisch.

At that time it appeared that the option offered by creating new sites offshore should be explored. The present dev…elopment of nuclear power has not, however, reached the stage where offs hore siting can be considered as a near or medium term proposition. The purpose of this report is to summarize the state of the art for the provision of floating or fixed structures, or man-made islands of the size needed for the construction of nuclear and other power stations. It describes the main factors which must be taken into account in the design and location of such islands and provides an indication of feasibility and cost for each design at the present time. It deals mainly with the civil engineering problems and not other major factors, such as the law of the sea, the rights of countries to locate nuclear establishments off their coast, their safety, security, the energy connection with the mainland, the marine ecology, the logistics, etc. ; many of these problems are directly related to the site and have major economic and political implications. Neuware -When asked to start teachmg a course on engineering fracture mechanics, I realized that a concise textbook, giving a general oversight of the field, did not exist. The explanation is undoubtedly that the subject is still in a stage of e…arly development, and that the methodologies have still a very limIted applicability. It is not possible to give rules for general application of fracture mechanics concepts. Yet our comprehension of cracking and fracture beha viour of materials and structures is steadily increasing. Further developments may be expected in the not too distant future, enabling useful prediction of fracture safety and fracture characteristics on the basis of advanced fracture mechanics procedures. The user of such advanced procedures ml:lst have a general understanding of the elementary concepts, which are provided by this volume. Emphasis was placed on the practical application of fracture mechanics, but it was aimed to treat the subject in a way that may interest both metallurgists and engineers. For the latter, some general knowledge of fracture mechanisms and fracture criteria is indispensable for an apprecia tion of the limita tions of fracture mechanics. Therefore a general discussion is provIded on fracture mechanisms, fracture criteria, and other metal lurgical aspects, wIthout going into much detail. Neuware -The series of international symposia on Enzootic Bovine Leukosis (EBL) sponsored by the Commission of the European Communities, began in 1975 in Copenhagen. This latest symposium, the third, was held in Bologna, 5-7 November 1980. If we… compare the two proceedings it is quite evident how much progress has been achieved in EBL research during these few years. Whereas in 1975 there were still discussions on the character isation and importance of the various identified antigens and the anti bodies against them, we now have evidence of base sequence variations of the bovine leukosis provirus derived from cattle in different conti nents, due to the world-wide cooperation on the subject. Disease control was still largely based on haematology, whereas now some countries are completely free, or on the verge of becoming completely free, of the disease following the introduction of serological methods of diagnosis. EBL research appears to me to be an excellent example of the pro duction of new fundamental research and its transfer to the applied disciplines of veterinary sciences. I must emphasise that this progress would not have been achieved if the CEC had not sponsored a number of projects and the meetings.
