It has its origins in the author's concern that many of those trends a…re being defmed and promoted, or opposed, without an adequate understanding of their ethical dimensions. The 21 trends examined in this work are seen as defming important dimensions of the quite radical changes in educational policy and management that are flowing from the practical realisation of lifelong learning ideology and advocacy. In here evaluating those trends from an ethical perspective, the thesis is developed that they lead inevitably to distinctive ethical dilemmas or tensions in the lived experience of educational participants. The dilemmas, though, are not seen as realities that can intelligently be either avoided or resolved. They are, rather, inescapable features of the trends, although they and the experience of them may be managed intelligently to a greater or lesser extent. This analysis is premised on the belief that an understanding of the dilemmas may be of practical value in assisting educators, and policy makers and managers, to live and work more intelligently with them and to better manage the educational changes that are defmed by the trends. It may thereby contribute to moderating the excesses, sillinesses, and inanities so often evident in the directing and managing of refonns associated with the trends and to reduce the anguish and pain associated with them.

Special attention is given to methods for the identification and characterization of small RNAs, many of which are involved in RNA interference or modification. In addition, techniques used to study RNA editing mechanisms are elaborated for both systems that involve the conversion of one base to another and insertion-deletion editing. Part II considers specific applications: plasma kinetic modeling using the Landau--Fokker--Planck equations, traffic flow modeling, granular media modeling, quantum kinetic modeling, and coagulation-fragmentation problems. The agent-mediated electronic institutions (e-institutions for short) is a new and promising field which focuses in the concepts of norms and institutions in order to pro vide normative frameworks to restrict or guide the behaviour of (software) agents. The main idea is that the interactions among a group of (software) agents are ruled by a set of explicit norms expressed in a computational language representation that agents can interpret. Such norms should not be considered as a negative constraining factor but as an aid that guides the agents' choices and reduces the complexity ofthe environment making the behaviour of other agents more predictable. 274 pp. Englisch.

The heated debate…ofwhetherconnection-orientedorconnectionlessarchitectureisbetter has lasted for several decades. Proponents of the connectionless architecture point out the great robustness and scalability properties of the architecture, as demonstratedby the Internet. Onewell-knownarticulationofthis philo- phy is the End-to-End Arguments . Opponents argue, rightfully, that there is no known solution that can provide quantitative performance assurances or guaranteed QoS in a connectionless network. It has been widely rec- nized that QoS is a must-have feature as the Internet technology evolves to the next stage. However, all existing solutions that provide guaranteed QoS require routers to maintain per ow (another name for connection used by the Internet community) state, which is the fundamental element of a connection-oriented architecture. The apparent con icting goals of having a stateless network and supporting QoS have presented a great dilemma for Internet architects. As an example, Dave Clark, one of the most respected Internet architects and the author of the famous End-to-End Arguments paper,wasalsoakeydesigneroftheInternetIntegratedServicesArchitecture that requires routers to maintain per ow state.
