First, when the Treaty on European Union (popularly known as the Maastricht Treaty, and, hereafter referred to as the Treaty in this introduction…) was signed in February 1992, it was agreed that the heads of government of the EU Member States would assemble, in 1996, to examine its workings. This meeting will be known as the Intergovernmental Conference (IGC). Second, by the end of the century, it is certain that arrangements will have been made for the admission of some countries of Central and Eastern Europe into the European Union (EU). Consequently, even with or without the holding of the IGC, it will be urgently necessary to reform some of the Community's policies - notably the Common Agricultural Policy (CAP) and the structural poliCies which are linked, for example, 2 Europe - Toward 2001 with the Regional and Social Funds - before these countries become members. Failure to do this could result in bankruptcy for the EU. Of almost equal importance is the reform of the institutions and the actual workings of the Community. Already with 12 Member States, it was difficult enough to manage things on a daily basis. Now, as more countries join the Union, things could literally grind to a stop. Thus, changes in this area are indispensable.

Every aspect is carefully considered to form a balanced design rather than making incremental changes to an existing design and then ignoring problem areas. The general purpose paral…lel computer is an elusive goal. Multithreaded processors have emerged as a promising solution to this conundrum by forming some amalgam of the commonplace control-flow (von Neumann) processor model with the more exotic data-flow approach. This new processor model offers many exciting possibilities and there is much research to be performed to make this technology widespread. Multithreaded processors utilize the simple and efficient sequential execution technique of control-flow, and also data-flow like concurrency primitives. This supports the conceptually simple but powerful idea of rescheduling rather than blocking when waiting for data, e.g. from large and distributed memories, thereby tolerating long data transmission latencies. This makes multiprocessing far more efficient because the cost of moving data between distributed memories and processors can be hidden by other activity. The same hardware mechanisms may also be used to synchronize interprocess communications to awaiting threads, thereby alleviating operating system overheads. Supporting synchronization and scheduling mechanisms in hardware naturally adds complexity. Consequently, existing multithreaded processor designs have tended to make incremental changes to existing control-flow processor designs to resolve some problems but not others. Multithreaded Processor Design serves as an excellent reference source and is suitable as a text for advanced courses in computer architecture dealing with the subject.

Neuware - Aristotle's modal syllogistic has been an object of study ever since the time of Theophrastus; but these studies (apart from an intense flowering in the Middle Ages) have been somewhat desultory. Remarkably, in the 1990s several new lines of research have appeared, with series of original publicat…ions by Fred Johnson, Richard Patterson and Ulrich Nortmann. Johnson presented for the first time a formal semantics adequate to a de re reading of the apodeictic syllogistic; this was based on a simple intuition linking the modal syllogistic to Aristotelian metaphysics. Nortmann developed an ingenious de dicto analysis. Patterson articulated the links (both theoretical and genetic) between the modal syllogistic and the metaphysics, using an analysis which strictly speaking is neither de re nor de dicto. My own studies in this field date from 1976, when my colleague Peter Roeper and I jointly wrote a paper 'Aristotle's apodeictic syllogisms' for the XXIInd History of Logic Conference in Krakow. This paper contained the disjunctive reading of particular affirmative apodeictic propositions, which I still favour. Nonetheless, I did not consider that paper's results decisive or comprehensive enough to publish, and my 1981 book The Syllogism contained no treatment of the modal syllogism. The paper's ideas lay dormant till 1989, when I read Johnson's and Patterson's initial articles. I began publishing on the topic in 1991. Gradually my thoughts acquired a certain comprehensiveness and systematicity, till in 1993 I was able to take a semester's sabbatical to write up a draft of this book.

This is followed by chapters concerned with the pathological and functional changes that occur in the heart as a result of diabetes and a description of the various therapeutic interventions that are available to reverse the effects of diabetes on the heart. Subsequent chapters focus on changes in protein synthesis, membrane function and intermediary metabolism that take place following the onset of diabetes. Since these alterations precede many of the functional and pathological changes, it may be that the processes responsible for the functional decline and tissue injury are initiated by diabetes-induced changes at the cellular and/or biochemical level.

Problems arise because continuous systems form an unsatisfactory basis for the expansio…n of functions containing discontinuities whilst piecewise constant systems insert artificial discontinuities into all representations. Since these two classes of functions would be unsuccessful in coping with functions that possess both continuity and discontinuity we must look to General Hybrid Orthogonal Functions (GHOF) which have been shown to be the most appropriate in such situations. This book introduces the system of GHOF, discusses its properties, develops an operational algebra for the discretization of continuous dynamic systems on the system of GHOF and illustrates its use as a flexible and powerful framework of computational tools in a wide range of systems and control. 144 pp. Englisch.

It took place at the Palacio de Congresos in Saragossa, Spain, during May… 12-16, 1996. This was the fifteenth annual EUROCRYPT conference (this name has been used since the third conference held in 1984), each of which has been held in a different city in Europe. For the second time, proceedings were available at the conference. JosC Pastor Franco, the General Chair, was resp- sible for local organization and registration. His contribution to the snccess of the conference is gratefully acknowledged. The Program Committee considered 126 submitted papers and selected 34 for presentation. Each paper was sent to all members of the Program Committee and was assigned to at least three of them for careful evaluation. There were also two invited talks. James L. Massey, this year's IACR Distinguished Ltcturer, gave a lecture entitled 'The difficulty with difficulty'. Massey is the third to receive this honor, the first two being Gustavus Simmons and Adi Shamir. Shafi Goldwasser gave an invited talk entitled 'Multi party secure protocols: past and present'. These proceedings contain revised versions of the 34 contributed talks. While the papers were carefully selected, they have not been refereed like submissions to a refereed journal. The authors bear full responsibility for the contents of their papers. Some authors may write final versions of their papers for publication in a refereed journal. 432 pp. Englisch.
