Frisch, who in his publications 'Correlation and Scatter Analysis in Statistical Variables' (1929) and 'Statistical Confluence Analysis by means of Complete Regression Systems' (1934) first pointed out the complications that arise if one applies regression analysis to variables among which several independent linear relations exist. Should these relationships be exact, then there exist two closely related solutions for this problem, viz. 1. The estimation of 'stable' linear combinations of coefficients, the so-called estimable functions. 2. The dropping of the wen-known condition of unbiasedness of the estimators. This leads to minimum variance minimum bias estimators. This last solution is generalised in this book for the case of a model consisting of several equations. In econometrics however, the relations among variables are nearly always approximately linear so that one cannot apply one of the solutions mentioned above, because in that case the matrices used in these methods are, although ill-conditioned, always of full rank. Approximating these matrices by good-conditioned ones of the desired rank, it is possible to apply these estimation methods. In order to get an insight in the consequences of this approximation a simulation study has been carried out for a two-equation model. Two Stage Least Squares estimators and estimators found with the aid of the above mentioned estimation method have been compared. The preceding three Sessions were held at Stubice Toplice, in Yugoslavia (1974), Zeist, in the Netherlands (1976) and, again in Yugoslavia, at Opatija (1978). The fourth Session was originally planned for May 1980. On the eve of the meeting, the then President of the Socialist Federal Republic of Yugoslavia, the late Marshall J .B. Tito, passed away. On hearing the news of the Marshall's death, the Organizing Committee of the Hague-Zagreb Colloquium immediately decided that the Session should not then be held. The postponement lasted, in fact, a whole year: the fourth Session was convened at Eernewoude in May 1981. For the Eernewoude Session the formula that had produced such excellent results in the previous conferences was maintained. Four topics of international trade law were thoroughly discussed on the basis of reports submitted by scholars from the various legal systems represented at the conference. Apart from the Yugoslav and Dutch participants, scholars from the United Kingdom, the Federal Republic of Germany, Belgium and Norway took part in the discussions, be it in the capacity of reporter, of chairman or as expert in the field covered by the Colloquium: the law of international trade. In this respect, the present book may be regarded as a companion to my Cosmology and Geophysics (Hilger, Bristol, 1978). There is some overlap as regards the discussion of G-variability, but the emphasis in the present book is on astrophysics while the emphasis in the other one is on geophysics. The subject is a very broad one indeed, and in giving a review of it I have adopted a somewhat unorthodox way of presenting the material involved. The main reason for this is that a review of such a wide subject should aim at two levels: the level of the person who is interested in it, and the level of the person who is professionally engaged in research into it. This is a problem which will not disappear, and could even worsen, if it is not faced with resolution by all the main parties involved: consumers, governments, producers and scientists. Some wastes could be reused, producing some economic return which could pay for the waste-treatment process. In the best of cases, this could become an economically attractive recycling operation. However, in many situations, waste treatment is considered to be an unproductive process which entails additional costs to an otherwise productive operation. Methods for the removal and purification of wastes (including those considered to be 'toxic wastes', the most dreaded form of pollution), if developed at all, suffer from serious limitations. Two of these are the high energy input into the process and, after the contaminants have been removed, the lingering problem of what to do with them, as they will then exist as some kind of concentrate. The ideal solution is none other than a natural, biological process to degrade wastes. The impact of his work on mathematical statistics has been so extraordinary that it has completely changed the character of some fields of this science. Some of his ideas have become a part of the common statistical conSClOusness. Hajek's contribution to statistics includes research in the theory of rank tests, parametric estimation, probability sampling, statistical inference in stochastic processes and various other specializations. His results were always of fundamental character for the corresponding field and they continue to stimulate further research and progress. For proving the results, he developed original methods which are now commonly used for the solution of many related problems. Hajek was an enthusiastic mathematician; the secret of his success was in his love for the subject and in his great sense for practical applications; just practical problems provided him the source of excellent mathematical problems and ideas. These three methods are identified in the literature as (1) the displacement method, (2) the stress or force method, and (3) the combined or mixed method. Closed form solutions of the partial differential equations with their complicated boundary conditions for any of these three methods have been obtained only in special cases. In order to obtain solutions, various special methods have been developed to determine the stresses and displacements in structures. The equations have been reduced to two and one dimensional forms for plates, beams, and trusses. By neglecting the local effects at the edges and ends, satisfactory solutions can be obtained for many case~. The conference aimed at stimulating the use of formal frameworks to explicate concrete cases of human reasoning, and conversely, to challenge scholars in formal studies by presenting them with interesting new cases of actual reasoning. According to the members of the Wiener Kreis, there was a strong connection between logic, reasoning, and rationality and that human reasoning is rational in so far as it is based on (classical) logic. Later, this belief came under attack and logic was deemed inadequate to explicate actual cases of human reasoning. Today, there is a growing interest in reconnecting logic, reasoning and rationality. Both the more general theoretical treatment of the theme and the concrete historiographical treatment are, I think, indispensable aids to the proper understanding of the development of historical scholarship in nineteenth-and twentieth-century England. There are a number of problems in a concrete historiographical approach: there is first the mass of historians to be faced, and then the immense amount of historical themes dealt with in various periods. As a guideline through the tangle of themes we chose the historiography on the development of the English parliament. We can only hope that we have made a responsible choice of the historians concerned. Un fortunately it was not always possible for us to give extensive biogra phies of some of the more recent historians, as several 'papers' are still firmly in the possession of families, and a number of them mus- despite of years - still be labelled 'confidential.' The Pollard Papers in the London Institute of Historical Research thus remained inaccessible.
