In Science and Politics of Foreign Aid - Swedish Environmental Support to the B…altic States it is shown that this particular support has been directed primarily towards areas of joint concern, such as air pollution and effluents to the Baltic Sea. Environmental problems with primarily local effects have, to a large extent, been neglected in the Swedish support program. The requirement on the Baltic recipient countries to finance a specific fraction of each joint program with local resources has furthermore drained the local national environmental budgets from resources, making it very difficult for these countries to mitigate various local environmental hazards by themselves. In contrast to many previous foreign aid studies where various donor country biases often are suggested but not empirically validated, this book gives an in-depth view of how a particular support program is influenced by specific and self-interested considerations.

Despite many claims that silicon technology has reached fundamental limits, the performance of silicon microelectronics continues to improve steadily. The same holds…for almost all the applications for which Si was considered to be unsuitable. The main exception to this positive trend is the silicon laser, which has not been demonstrated to date. The main reason for this comes from a fundamental limitation related to the indirect nature of the Si band-gap. Even though the components of that phenomenon have been examined indi vidually by earlier scholars, a synthesis of them, founded upon a reliable command of the history of botany, has been wanting.

This book commemorates contributions made by ICCAD to the broad field of design automation during that time. The foundation of ICCAD in 1982 coincided with the growth of Large Scale Integration.… The sharply increased functionality of board-level circuits led to a major demand for more powerful Electronic Design Automation (EDA) tools. At the same time, LSI grew quickly and advanced circuit integration became widely avail able. This, in turn, required new tools, using sophisticated modeling, analysis and optimization algorithms in order to manage the evermore complex design processes. Not surprisingly, during the same period, a number of start-up com panies began to commercialize EDA solutions, complementing various existing in-house efforts. The overall increased interest in Design Automation (DA) re quired a new forum for the emerging community of EDA professionals; one which would be focused on the publication of high-quality research results and provide a structure for the exchange of ideas on a broad scale. Many of the original ICCAD volunteers were also members of CANDE (Computer-Aided Network Design), a workshop of the IEEE Circuits and Sys tem Society. In fact, it was at a CANDE workshop that Bill McCalla suggested the creation of a conference for the EDA professional. (Bill later developed the name).

The term low-dimensional system…s, which is used in the title of this volume, refers to those systems which contain at least one dimension that is intermediate between those characteristic ofatoms/molecules and those ofthe bulk material. Depending on how many dimensions lay within this range, we generally speak of quantum wells, quantum wires, and quantum dots. As such an intermediate state, some properties of low-dimensional systems are very different to those of their molecular and bulk counterparts. These properties generally include optical, electronic, and magnetic properties, and all these are partially covered in this book. The main goal of the workshop was to discuss the actual state of the art in the broad area ofnanotechnology. The initial focus was on the innovative synthesis of nanomaterials and their properties such as: quantum size effects, superparamagnetism, or field emission. These topics lead us into the various field based interactions including plasmon- magnetic spin- and exciton coupling. The newer, more sophisticated methods for characterization of nanomaterials were discussed, as well as the methods for possible industrial applications. Are the US and Japan really in the lead, as so many examples suggest ¿ Xavier de Groote, our colleague in the Operations Management group at INSEAD, made a major contribution to the formulation of the rst version of our framework, the rst questi- naire, and the rst edition of the Industrial Excellence Award (IEA) in 1995. He witnessed the crowning of the rst winner, STMP Laval (which became Solvay Automotive soon afterwards and later Ingeny following its merger with Plastic Omnium). The answer to our initial questions can be found in this book. While the journey took seven years and was far from easy, we believe we have made some progress. We have awarded the IEA annually since 1995 in France, and in Germany since 1997. In the course of this effort, we have analyzed questionnaires from hundreds of plants, visited 100 of them, and given prizes to 30. In this paper I argue that a serious ftaw in this research has taken too individu 3 alistic a view of conftict. While the approach of methodological individualism is attractive, in reality individuals act not purely in isolation, but also as part of larger social groupings and networks. I therefore try to consider how these models of conftict may be extended to this type of situation and thus attempt to place individuals within a larger social setting to see how this alters our intuitions about conftict and its economic and political determinants and implications. But what groups are relevant Individuals belong to many overlapping and cross cutting groups in society. While traditional Marxist analysis stressed dass groupings so that workers associated with workers and capitalists with capitalists, more recent literature (see Wright, 1985) has stressed the diversity of social groupings. Rather than associate along dass lines one might associate along gender, religious, or perhaps ethnic lines. The term low-dimensional systems, which is… used in the title of this volume, refers to those systems which contain at least one dimension that is intermediate between those characteristic ofatoms/molecules and those ofthe bulk material. Depending on how many dimensions lay within this range, we generally speak of quantum wells, quantum wires, and quantum dots. As such an intermediate state, some properties of low-dimensional systems are very different to those of their molecular and bulk counterparts. These properties generally include optical, electronic, and magnetic properties, and all these are partially covered in this book. The main goal of the workshop was to discuss the actual state of the art in the broad area ofnanotechnology. The initial focus was on the innovative synthesis of nanomaterials and their properties such as: quantum size effects, superparamagnetism, or field emission. These topics lead us into the various field based interactions including plasmon- magnetic spin- and exciton coupling. The newer, more sophisticated methods for characterization of nanomaterials were discussed, as well as the methods for possible industrial applications. For…finite sets of objects these two aspects are realized by the same type of num bers: the natural numbers. That these complementary aspects of the counting pro cess may need different kinds of numbers becomes apparent if one extends the process of counting to infinite sets. As general tools to determine numbers of elements the cardinals have been created in set theory, and set theorists have in parallel created the ordinals to count over any set of objects. For both types of numbers it is not only counting they are used for, it is also the strongly related process of calculation - especially addition and, derived from it, multiplication and even exponentiation - which is based upon these numbers.
