Neuware - ORIGIN OF THE PROJECT In Spring of 1968 a research project concerning the scholastic philosophy in the Iberian Colonies of America was submitted to the Institute of Latin American Studies in the University of Texas by Dr. Ignacio Angelelli, of the Department of Philosophy of the same University. I should like to quote some relevant passages from the proposal by way of historical back ground. In the last decade, leading philosophical historiography has become more and more interested in the 'minor' figures and the 'traditional' schools which flourished between 1500 and 1800. Historians of philosophy are interested not only in men like Descartes and Kant, but also in the less brilliant and more 'conservative' authors. It is also interesting to note in this regard that the late Professor P. Wilpert (Cologne), editor of the new edition of Ueberweg, intended to divide the section on the Neuzeit into two volumes, one for the major figures and the other for the exponents of the various forms of scholasticism of the period 1500-1800. One of these conservative philosophical movements is what has been called the seconda scolastica, which developed in Catholic countries and particularly in Spain and Portugal. Naturally, this 'traditional' thought in Europe after 1500 was bound to have an impact on the Spanish and Portuguese Colonies. Indeed, the amount of scholastic philosophy taught in the American Colonies between 1530 and 1800 is impressive. This fact has not yet been acknowledged by international historiography.

The contribution of this paper lies in its careful scrutiny of one single critical aspect of the economics of floods, the choice of land use by a single land owner. We analyze that choice using the methods of dynamic programming, and in particular, we show how that choice is dependent on the probability of floods for his piece of land. The theory we have developed here has been developed in the context of floods. In fact, this work grew out of an empirical study of flood plain damages, when we found that the underlying theory was not yet developed.! In fact, we feel that the theory is of much more general interest. It is a theory of optimal investment choice under uncertainty when that uncertainty is a result of destruction or failure of the investment at a random date. This is the case in flood plains, but it is also the appropriate basic theory for understanding investment decisions in the face of earthquakes, fires, war damage, avalanches, and other kinds of disasters. As I see it, this interest is a renewal of the efforts of Aristotle, in Ethica Nicomachea, to provide an analysis of voluntary action. Because of this, and because Aristotle's distinctions regarding voluntriety are fundamentally correct, what follows is in some ways a discussion in praise of Aristotle. But I have also argued for an analysis of action which will go some way toward withstanding criticism which can be brought against Aristotle's work as well as criticism which can be brought against the more con temporary efforts of others in the same subject. In Chapter Two, I argue for four conditions which are, when met, jointly necessary and sufficient for a particular item of human behavior on a particular occasion to qualify as a human action. 'SEPARATE SUBSTANCES' AND lOR' ANGELS' It is interesting to note that, in an expressly theological treatise such as the Summa theologiae, St. Thomas generally uses the term 'angel', in preference to 'separate substance'; while in works with a less explicit theological intent - e. g. the Summa contra gentiles and the De substantiis separatis 1 - he generally prefers the term 'separate substance'. But at any rate there is little doubt that the two terms, 'separate sub stance' and 'angel' have a certain interchangeability and equivalence in the works of St. Thomas. In other words, 'the separate substance' is equivalent to 'the angel, insofar as its existence and attributes are knowable through human reason alone'. And this has led Karl Barth 2 to charge that St. Thomas' angelology is primarily a philosophical presenta tion, with little relevance to theology. 1 We might say that these works are 'philosophical' insofar as arguments from reason are emphasized in them, rather than arguments from revelation or faith. However, as Lescoe points out (in the Introduction to his edition of the De substantUs separatis, p. 8), the treatise on separate substances leads up to theological subject-matter in Ch. 's XVII ff- namely, an exposition of Catholic teaching as found in Sacred Scripture, the Fathers, and especially Dionysius. The first is clearly historical, the second is more philosophical and interpretive. Its success in the former will be less arguable than its attainment of the latter. The contribution to the history of Spanish letters consists in critically establishing the fact that the sources of Fray Luis de Le6n's moral and spiritual thought are Hebraic and that he can be seen to stand as one in a long line of Christian Hebraists, both scholastic and humanist. His philosophical views are cast in an Hebraic tradition, not in an Hellenic one as supposed by nearly every other commentator. I have stressed the presence of a living Hebrew culture in Spain after 1492, and I have suggested that this and the Jewish parentage of Fray Luis are very significant. I have also identified an intellectual debt Fray Luis owed to non-Jewish Orientalists such as Egidio da Viterbo and Girolamo Seripando. But, even they learned from exiled Spaniards. I want to present Fray Luis as a most characteristic thinker in the world of Baroque Spain. I think most will agree with the picture I have outlined. The more audacious aspect is my wish to show the importance of the Jewish heritage as found in the literary and philosophical production of this remarkable genius. The first was Royce's claim that the notion of community was his main metaphysical tenet; the second was his close association with the two American pragmatists, Charles Sanders Peirce and William James. Regarding the first factor, I was struck by the fact that a philosopher who died in 1916 should emphasize a topic of such contemporary significance not only in philosophy but in so many other vital fields as well (sociology, psychology, politics, theology - to name only a few). Regarding the second, I was curious as to whether the pragmatism of Peirce and James might have influenced Royce during the course of their professional and personal contacts. Similarly, I wondered whether the idealism of Royce might have affected the thought of Peirce and James. To have appeased my curiosity in regard to all three thinkers, however, would have required (at least) three books. As a start I have now appeased it in regard to one. In researching the writings of Royce I found my way to the Houghton Library and to the Archives of Harvard University at Cambridge, Massa chusetts, where the unpublished manuscripts of Royce are preserved. As far back as 1955, when he was forty four years old, he was an active participant in the notable Wenner-Gren Conference on 'Man's Role in Changing the Face of the Earth,' where he presented the first paper in the present book. Seven years later he was the only nonscientist represented in the even more selective Ciba Foundation conference on Man and his Future. Though Glikson attended many other important international conferences, notably the International Seminar on Regional Planning in The Hague in 1957, and the International conference of Landscape Architects in Amsterdam in 1960, he has yet to leave his mark on the thought and practice of architects and planners, his own professional group. The fact that Artur Glikson's activities as a pioneer in sociological plan ning are still relatively unknown, might seem a handicap from the point of this book's getting the public or professional attention that it deserves. An under standing of the ideas and concepts presented in these notes will provide the necessary background to enable further study in this rapidly growing subject. These notes have been used as a part of one-semester C0urses in Operations Research for both senior and first-year graduate students. Following the introductory chapter, several classes of scheduling models are discussed in Chapter 2. Chapter 3 is devoted to discussing the characteristics of several types of criteria that have been proposed in the literature. Because of the importance of the combinatorial properties in the analysis of scheduling models, various combinatorial aspects are treated in Chapter 4. The primary objective of such a treatment is to provide the reader with an insight into the nature of the problem. Due to the tremendous number of sequences involved, and the fact that many sequences have the same schedule time, statistical sampling has elicited a great deal of theoretical studies. Two such studies, one of which has evolved from my research, are reported in Chapter 5. Many references to basic sources are cited at the end of each chapter to provide a guide for further readings. This preoccupation contributed much, unfortunately, to that faddism that was so characteristic of American theology in the Sixties, the period imme diately following the passing of a generation of theological giants like Barth, Bultmann, Tillich, Gogarten, and the Niebuhrs. There has seldom been a period in which so many promissory notes were issued so care lessly onto the intellectual market, notes that were not, and perhaps could not, have been redeemed. Given this temper of the times, it is difficult to account for the almost total neglect of the work of Professor Fritz Burl of Basel, whose 'theolo gy of existence' is one of the most interesting and impressive contempo rary attempts to interpret the myths and symbols of the Christian faith in terms of an existentialist philosophy. Even if one were to apply that most superficial, though for many apparently decisive, criterion of 'radicality,' one might have expected his work to attract some sustained attention be cause Buri has consistently posed a radical solution to most of the hotly debated issues of the times: the problem of demythologization, the mean ing of theological language, the problems raised by historical criticism, and the meaning of the historical Jesus for faith, to mention a few. 296 pp. Englisch.
