Given the passage of time and advances in scientific knowledge and technology, this limitation is understood to no longer apply. This work was sponsored by the Defense Nuclear Agency. The possible effects of nuclear bursts above 50 km on laser beam propagation in the upper atmosphere were investigated. These effects include absorption, scattering, refraction and emission by the nuclear-disturbed atmosphere. It was concluded that in some situations serious absorption could last for many minutes for laser beams in the near ultraviolet, violet, blue or green, but this is less probable in the red or infrared. Scattering is generally negligible. Refraction (by fireballs and shock waves) is usually less than a microradian. Emission effects on noise levels (for communication and tracking systems) depend on system details, but probably the emissions can be adequately filtered out.

This report presents the results of work undertaken for the Defense Nuclear Agency and for the International Security Affairs Division of Department of Energy to identify and describe land combat simulation models applicable for evaluating the use of tactical nuclear weapons. Part I of the report discusses the primary kinds of land combat models that have been developed, analyses of mixed conventional and tactical nuclear combat, and describes three specific models which are appropriate for such studies. Part II of the report develops a generalized methodology for describing, in a concise and convenient format, the basic attributes, capabilities and limitations of such models. This methodology is applied to five land combat models of varying scope, including the three models selected in Part I, to illustrate its utility for delineating models and identifying their particular capabilities. Within the past few years , military analysts and planners have become increasingly concerned about the possible role of tactical nuclear weapons on the battlefield. Of particular interest to them are land combat models that can be used to examine the introduction and use of tactical nuclear weapons in a medium- or high-intensity conventional conflict , such as might occur in Europe between NATO and Warsaw Pact forces. Such models could be used to perform sensitivity analyses and tradeoff options concerning the types and number of tactical nuclear weapons required to achieve particular goals, alternative employment plans , the resulting collateral damage, etc. The purpose of Part I of this report is to: 1. Review briefly the types of land combat models that have been developed to date; 2. Identify those types best suited for sensitivity and tradeoff analyses of mixed conventional and nuclear forces in land combat; 3. Abstract: The bloc…k motion problem of explosion-induced differential displacement along geologic discontinuities must be better understood to adequately design and site underground strategic facilities that would survive wartime threats. The purpose of this investigation is to review pertinent literature, develop concepts addressing current understanding of explosion-induced block motions, and identify research that could quantify risks for particular sites. The block motion problem is concerned both with those motions driven or dominated by the explosion-induced stress transients and with those motions triggered by the explosions but dominated by the partial relief of pre-stress conditions. Emphasis is given to the problem of triggered motions because this is the aspect of greatest uncertainty and because the limited evidence is suggestive that differential slip can be triggered at considerable distance from the explosion, depending greatly upon in-situ stress conditions. Methods for avoiding, relieving, absorbing, and resisting explosion-induced block motions are addressed and it is concluded that quantifying the block motion problem appears difficult but not hopeless. The threat of block motion , defined to encompass all explosion induced differential displacement along geologic discontinuities , is an important consideration in siting and designing underground strategic facilities for maximum system survival. A Predictive capability does not presently exist that can satisfactorily assure avoidance of the block motion problem by site selection , relief from the problem by insitu stress alteration , or assure that the design of an underground facility can absorb a block motion of uncertain magnitude. The principal reason for this situation is that there is insufficient knowledge of insitu stress field conditions and failure criteria associated with faults and other possible weakness discontinuities that are the likely locations of block motion responses to explosively induced stress transients. It is clear that the focus of developing a predictive capability should be to set lower and upper bounds on the credible block motion displacements . The motions of concern are those directly induced by explosions interacting with 'imbalanced' or excessive prestress conditions within the earth. The block motion problem also includes differential displacements induced by explosions in the rupture and spall regions of surface and near-surface bursts where induced stresses overwhelm either balanced or irnbalanced prestress conditions. Emphasis in this review has been directed at identifying the risk of explosions triggering block motions in prestressed media and examining ways of minimizing the problem. The triggering problem is of special interest because there is greater uncertainty of the risk and more distant displacements are credible for a given explosion threat than would be the case for conditions where stored tectonic stress is small. The major deficiency in assessing the risk of explosion triggered block motion is that the threats are surface or near-surface bursts , and all known triggered block motions are associated with contained explosions.

This report was referenced in the seminal article (International Security, Fall 1987 (Vol. 12, No. 2) ), A Low Threshold… Test Ban by Frank N. von Hippel, Harold A. Feiveson, and Christopher E. Paine. Jack W. Rosengren was responsible for the physics design of the first Polaris warhead and an early Minuteman warhead. Later, he became associate director for nuclear weapons design at the Lawrence Livermore Laboratories in California, and then deputy director for science and technology at the Defense Nuclear Agency. In this report he addresses three particular bans proposed for a Freeze, the perishability of nuclear weapons, some past examples of stockpile problems and offers conclusions related to the production of nuclear weapon materials, the production of nuclear weapons, the testing of nuclear weapons, and an overall conclusion. Behind a surge of support for the Freeze idea in the 1980s lay growing public concerns about the outbreak of nuclear war. In the late 1970s, Soviet-American détente unraveled and the Cold War began to revive, with new conflicts emerging in Africa, Central America, and Afghanistan. That caused nuclear arms control agreements between the two superpowers, such as SALT II, to be jettisoned and each embarked on dangerous nuclear expansion programs. The Soviet government began to replace its older nuclear weapons with more accurate, intermediate-range SS-20 missiles, directly threatening Western Europe. For its part, the US government announced plans for a NATO nuclear buildup with an enhanced radiation weapon (the neutron bomb) and, after that venture collapsed thanks to public protest, with a new generation of intermediate-range nuclear weapons: cruise and Pershing II missiles. Along with their investment in nuclear arms, national leaders employed a particularly hardline rhetoric. Ronald Reagan, who had opposed every nuclear arms control agreement negotiated by his Democratic and Republican predecessors, had denounced the SALT II treaty as "an act of appeasement." While scornful of previous attempts at arms limitations, and championing a massive US nuclear weapons buildup, he nevertheless proposed and commenced negotiations for the Strategic Arms Reduction Treaty, (START I), which his successor, George H. W. Bush, signed in 1991. A key argument against the nuclear freeze movement was that it was an action that would leave the Soviet Union in a state of superiority. Polls show that while a majority of the public supported the freeze, they "did not support freezing a Soviet advantage in place". Time said the movement was "understandable, but in the view of many nuclear experts, the solution is impractical and unwise". McGeorge Bundy (a critic of the Reagan administration) said "the issues were far too complicated to be resolved by a bilateral freeze, which was a dubious notion in any case".
