These liberalization measures have led to a remarkable decline in quantitative restrictions notable opening up of trade in many restricted items significant rationalization and diminution of import tariffs fundamental transformation of the foreign exchange regime and promotion of the export oriented sectors. Although a remarkable rise in exports marks the same period if the growth of the ready made garment sector is to be attributed to a restricted textiles and clothing global trade managed under the Multi Fibre Arrangement (MFA) regime which expired only recently the impact of liberalisation in stimulating export response can be doubted. In the aftermath of the MFA phase out how effective a policy of liberalization will be in promoting exports is therefore a serious concern. This book reviews the main elements of trade and industrial policy environment in Bangladesh and their evolution to current situation while examining the trade policy options for supporting export and growth. Despite being somewhat paradoxical the world has in recent times witnessed ambitious multilateral trade negotiations along with a proliferation of regional trading blocs. Almost all countries are now involved in both types of trading arrangements with Bangladesh actively participating in several important trade talks under the World Trade Organisation (WTO) alongside its commitments to the South Asian Free Trade Area (SAFTA). Different multilateral and regional trade negotiations have however different implications. For example while the liberalisation of global agricultural trade by reducing subsidies in rich countries and thereby causing prices to rise will benefit many developing country farmers it may hurl a formidable challenge for the net food importing countries in ensuring food security for their poor populations. Similarly WTO negotiations in non agricultural goods aim at improving market access for many but for the least developed countries including Bangladesh currently enjoying tariff preferences in a large range of products in major markets the ensuing outcomes could lead to preference erosion undermining their competitiveness. Regional trading arrangements can also be challenging as they tend to replace global imports with less efficient regional supplies resulting in adverse welfare consequences. Effective trade negotiations partly depend on a priori assessments of possible negotiation outcomes. As such it is very important to provide the policymakers and trade negotiators with informed inputs on the potential implications of negotiating issues. Since trade negotiations comprise subject matters of conflicting interests often amongst countries at comparable levels of development that otherwise share and support similar views and positions only country specific objective analyses based on appropriate research methods can inform the negotiators in the best possible way. This book is an endeavour in that direction. It focuses on some of the major issues in the on going multilateral and regional trade negotiations and employs state of the art analytical tools to empirically assess their likely implications for Bangladesh. Mosaic of Memories is an autobiography containing a broad sweep of the socio politico economic developments in the territory now constituting Bangladesh from an individual's point of view. The time horizon is roughly the last six decades of the twentieth century. Starting from about the Second World War the chronicles end just at the outset of the 21 Century. The author A.T.M. Shamsul Haque was the Deputy Commissioner of Dhaka on the night of 25 March 1971 and witnessed first hand the brutalities perpetrated on the unarmed Bangalees by the Pakistan Armed Forces. His survival was providential more than once. He is a witness to the developments before and after that dark day. There are intimate details of some of these hitherto unpublished accounts as well as horrendous and hair raising events in this gripping narrative. As the Secretary in charge of the Ministry of Information and Broadcasting the author observed the three coups d'etat of 1975 from very close quarters. Information of some interesting behind the scene activities will be found in the book. The author has dealt with the issue of rural development from the experiences he gathered working in the concerned Ministry and in his capacity as Director General of CIRDAP for long eight years. As Chairman Public Administration Reform Commission he has furnished recommendations suitable to our present day needs. Based on his active involvement in politics for about a decade and participation in the General Elections of 1996 and 2001 he has dissected the major deficiencies in our system and offered suggestions that may provide food for thought to those who matter. 270 pp.
