This paper examines how Air Force TFI manpower implementation practices combine with the legal limitations of deploying reserve members to impact the ability of active duty fighter maintenance units to meet full Unit Type Code (UTC) deployment taskings. Current TFI manpower practices for active duty units in classic associations with a reserve unit result in a reduction of active duty maintenance positions for full-time, non-supervisory reserve positions. This practice fails to account for the legal limitations of deploying reserve members. These limitations combine with active duty maintenance manpower reductions to place at risk the ability of a unit to fulfill Unit Type Code (UTC) deployment taskings if required. Unless mobilized, reservists must volunteer for deployments. As a result, reserve units in associate relationships cannot commit to filling a specific number of UTC positions for Air Expeditionary Force taskings. The active duty unit must be able to fill all its UTC taskings without assistance from its reserve associate in the event there are few or no reserve volunteers.

As a result, the military's infectious disease vaccine program has lost considerable emphasis, funding and mission capability, with a significant erosion of the DOD's ability to ensure the acquisition and availability of the right vaccines at the right time to optimally protect US forces from established and emerging natural infections now and in the future. To mitigate these risks, this paper argues that the DOD must: collectively assess and prioritize all biological threats, whether natural, accidental or deliberate in nature; consolidate redundant vaccine acquisition activities; elevate the priority of infectious disease vaccines; and provide ample resources to sustain a robust vaccine acquisition capability to protect US military forces against validated and prioritized biological threats.

As the distance between policymakers and weapon application becomes more technologically removed the temptation to apply force for arbitrary political gain is no longer balanced by the probable loss of American lives. The traditional constraints the bellum arguments of just cause, right intention, proper authority, last resort and probability of success will continue to lose applicability just as the traditional construct of fielded armies breaks down in favor of remote technological combat options. To address this increasing chasm between force policy and capability, a new system of constraints must be developed that addresses the interconnected, political, and economic reality of a future America. This jus ad coactum, or just use of coercive force, argument includes the tenets of cultural sovereignty, burden of authority, and balance of risk. Regardless of content, the United States must develop this new policy of constraints upon force in order to effectively leverage these push-button technologies in a politically balanced manner, consistent with its role as world leader, and supported by internationally accepted standards of practice and warfare.

Moltke is dead--and it is time for his quote to go with him. Modern military plans are constructed using a framework as a foundation that is known as the operational design. While the concept of the operational design has evolved over the last decade, joint planning doctrine has lagged miserably behind. Dr. Keith Dickson made a significant contribution to the development of a practical methodology for crafting the operational design in his article Operational Design: A Methodology for Planners. However, his methodology is incomplete. To create a flexible operational design and a plan that works from planning through execution in an adaptive environment, decision analysis must be added to the process and this process should be codified in joint doctrine.Current joint planning doctrine provides abstract theory about operational design, but offers very little that is of practical use to a planner. It presents even less about campaign decision-making. The key decisions a commander makes in a plan will determine whether the campaign succeeds or fails. Modern planning tools must include a process to support those decisions.Dr. William Duggan's monograph Coup d' Oeil: Strategic Intuition in Army Planning uses recent scientific studies on how the brain makes decisions to assert that military commanders use a decision-making process that fuses intuition and analysis despite the solely analytical process written in doctrine. Modern planners recognize the need for this intuition in the complex adaptive environment faced today.

The Air Campaign Planning Tool (ACPT), a combined HQ USAF/XOOC and ARPA initiative, provides a modern computer based planning tool to the JFACC's war planning staff.1 ACSC research project 95-034 provided three enhancements to the development of the first operational version of ACPT. First, an air campaign Historical Reference Library (HRL) was created and included in the real world ACPT, to provide the air campaign planner with a on-line, easy to use reference of past air campaigns from the perspective of a 1990s airpower planner. Secondly, an unclassified, ACPT Tutorial was created for simultaneous release with the next version ofACPT this summer. Finally, the level of ACSC student exposure to ACPT was increased by expanding ACPT use during the ACES DRAGON exercise to over 50 students, demonstrating ACPT to 50 ACSC faculty and many senior officers at both Air University's 1994 Air and Space Symposium and CADRE'S 1995 JFACC Symposium.

Leaders are searching for new and innovative ways to look at old problems. One problem that has plagued the USAF is the measurement of operations and maintenance performance in fighter units. Traditionally, the performance has been gauged by a myriad of statistics and metrics. While statistics are often necessary to assess performance against a set of measures of merit, the current methods in place are outdated and really tell very little about actual performance. The military, and especially the USAF, has embraced the Effect Based concept in terms of warfare. This method of viewing warfare places the burden of assessment on the net effects of actions rather than measuring the actions themselves. This sea change occurred in the wake of the Vietnam War when airmen came to the realization that airpower was used ineffectively based in part to the emphasis on metrics such as sortie counts, body counts, and tonnage dropped on the enemy. The focus on the metrics was often the cause for ineffective use of fighter assets when target destruction took a back seat to the number of sorties flown and munitions expended. The Vietnam generation resolved to do it better. As a result of the debacle in Vietnam, strategic thinkers began to view airpower in terms of effects desired rather than arbitrary statistics. The result of this thinking produced the irrefutable success in the conduct of the air campaign during Operation DESERT STORM. While the inherent concept of Effects Based Operations (EBO) is not new to warfare, DESERT STORM provided a culminating point after which EBO became entrenched in military lexicon. All actions taken during a conflict began to be viewed as subordinate acts conducted in order to attain a desired effect.

Information obtained from the Air Force Doctrine Center (AFDC) and secondary sources (e.g. RAND reports, Air University Library papers, and books) reveal the following arguments: 1) currently the USAF does not foster 'jointness' between service branches; 2) airpower's inefficient beddown operations with joint forces necessitates newer concepts for the Air Expeditionary Force mission; 3) Air Expeditionary Forces have not solved the difficult lessons learned for improvement in equipment, command and control, and decision processes which exist still today and inhibit flexibility on the battlefield; and 4) airmen have successfully overcame challenges in the field but these Air Expeditionary Forces must become more agile to respond to contingencies in the future. Such arguments make it clear that the USAF must meet the demanding deployment schedules, while ensuring Air Expeditionary Forces are able to operate more effectively in joint and coalition environments.

It begins by exploring the changes in U.S. strategy that have brought stability operations to the forefront. Then, it discusses the doctrinal differences between stabilization and reconstruction efforts to define the requirements and responsibilities of supporting stability operations. Next, an analysis of Army and engineer transformation efforts is conducted to identify capability gaps as they relate to the conduct of stability operations. Finally, this paper suggests two areas where engineer leaders should make adjustments in engineer transformation to ensure the Nation has a truly expeditionary Engineer Regiment with the campaign qualities and stamina to conduct full-spectrum operations.

The Air Force's inability to recruit and retain pharmacists will lead to degradation in readiness and an erosion of the safe and appropriate provision of pharmaceutical care. One method to improve recruiting is expanding the involvement of pharmacists in the recruiting process. Air Force pharmacists and recruiter teams are better able to explain the differences between Air Force pharmacy and other areas of practice, than recruiters alone. Therefore, having pharmacists available at pharmacy school career days, and to answer questions up front is effective. Hosting pharmacy interns and clerkships is another way that Air Force pharmacists can be utilized to improve recruiting. The Air Force should also look to enhance its use of online tools to improve its ability to recruit pharmacists. The two most commonly cited motivators for retention were availability of a mentor and a good training program. The development of a formal mentorship program and a standardized pharmacist training program that is adaptable to every Air Force pharmacy can go a long way to improve retention.

This is a departure from the traditional airlift crew makeup that included additional crewmembers to handle navigation and aircraft systems. The extensive use of cockpit automation allowed this crew reduction. Major airlines, also making extensive use of cockpit automation, are finding challenges with automation in their fairly routine and mundane ops (compared with that of the military). Recent research has shown that automation can actually, rather than decreasing workload, increase cockpit workload beyond that of less automated aircraft during those periods where workload is already traditionally high. The mission of the C-17 is likely to see a less experienced crew flying low-level in a threat environment, talking to multiple controlling agencies, and trying to get into a location they`ve never seen after a 15 hour double air-refueling flight from the continental United States. These issues warrant operational consideration when employing the C-17 on some of it's most demanding missions, and are also applicable to other new or upgraded aircraft where similar cockpit/crew situations exist.

This paper will recognize those key essential tasks and use them as the basis to develop a comprehensive way ahead for establishing an enduring intelligence function within the Iraqi Air Force. The background for this research stems from a coalition advisor to the Iraqi Air Force Director of Intelligence deployment to Baghdad in 2006 where first hand experience and personal interviews of Iraqi personnel led to the realization of how severe Iraq's intelligence problem has become.Rebuilding intelligence capabilities is just one of many requirements that must be addressed for the Iraqi Air Force to reduce their reliance on coalition support.

First, the Air Force needs to increase both linguistic skills and cultural awareness training in a semiotic fashion, which should include military exchanges at PME schools. Second, Air Force training must place greater emphasis on Chinese culture awareness given American interests in spreading democracy at the risk of appearing imperialistic. Improved understanding of cultural connections and disconnects has the potential to avert a future East Asia crisis. The Air Force must take action now to rebalance the focus between modern Middle Eastern concerns and a future conflict with China. Third, in order to understand Chinese culture best, the Air Force must understand the nature of the multiple voices, which have discursive authority on China. Historically, one of the most knowledgeable, vocal, and accessible groups is China's intellectual community.iii.

The US should modify its policy to incorporate elements of other potential policy options in order to promote engagement with one of the Middle East's most influential, yet controversial nations. To aid my research, I utilized a modified scenario planning research technique to develop four potential US policy options for Iran. These four policy options include; Containment (current US Policy), Military Intervention, Regime Change through Opposition Support and Normalization. The options are further broken down into the lens of the Diplomatic, Information, Military and Economic Instruments of Power to compare and contrast the effectiveness of each policy option. My conclusions are that Containment is failing and needs to be either improved or rescinded. Military Intervention is untenable at this time and will only cause more problems than solutions. Regime Change through Opposition Support has positive attributes but will take time and could lose the high ground in the war on terror for the US. Finally, Normalization could bring significant positive changes for both sides, but is a difficult solution based on the history of the relationship and the lack of trust between the two nations. The best solution is a modified Normalization policy which retains nuclear containment through UNSC resolutions and policy options for support of Iranian secular opposition within Iran.

By using old terms in new ways, one can create a new sight picture or paradigm that will allow a better understanding of space's place in the Air Force. First, air and space are two distinct mediums that support one aerospace mission. Second, effects-based and capabilities-based thinking provide a way to think about military space operations that changes the focus from platforms and mediums to missions and military utility.

It provides a comparative analysis of current doctrine with the historical experience of Field Marshall Erich von Manstein during his winter campaign in southern Russia and the Ukraine when he counterattacked against the Soviets'; Operations STAR and GALLOP in February and March, 1943. It identifies specific considerations of Manstein, assesses how they affected the outcome of the campaign, and examines their implications for the US Army as it continues to develop its own operational doctrine and style. The conclusion of the study is that while the doctrine in FM 100-5 is not wholly supported by Manstein's experience, it does reflect the interdependent relationship of the myriad conditions of warfare. Manstein understood the conceptual relationships although he considered certain factors that FM 100-5 does not specifically relate to timing. The most important implication of his experience, however, is that understanding the three fundamental issues which FM 100-5 identifies as constituting operational art is essential to making decisions on timing of operational-level counterattacks.

Operation Iraqi Freedom is a war fought in the moral realm and the resulting operational environment poses complex ethical dilemmas for the U.S. Army. This monograph argues that resistance to U.S. endeavors in Iraq is due to losses in the moral realm for the compliance and support of the Iraqi people which is critical in defeating any insurgency. The method of analysis employed is qualitative analysis of ethics, morality and counterinsurgency. Analysis of the OIF operational environment and principles of Moral Warfare established premises that formed my conclusion. Deductive reasoning led me to conclude that the Army needs to embark on an urgent reassessment to remedy current ethical trends and regain our moral authority in Iraqi. This monograph draws heavily from cotemporary literature on morality, Just War Theory, and COIN ethics in order to define Moral Warfare. The center of gravity of COIN operations is accepted as the support of the population. I attempt to show that the conduct of U.S. forces directly impacts the population's sense of security and their level of support. In the conduct of research the notion of moral asymmetry emerged. Insurgents are not governed by Western morality. Differences in morality clearly affect insurgent tactics and objectives. Morally asymmetric operations exploit our inability to combat the effects of terror tactics. U.S. forces are constrained by the law of war as well as Western values in combating violent insurgencies. The conclusion is not intended to criticize the professionalism of the U.S. military but to highlight the importance of ethics in obtaining the support of the Iraqi people and ultimately improve the perception of the U.S. military. The ethical conduct of the military ultimately generates legitimacy and political capital necessary for the next.

This raises the question of whether or not all-weather, rapid reaction attacks will be a viable option for future air commanders. Pertinent background information on GPS-guided weapons covers their technical strengths and weaknesses. The development of rapid reaction attack capabilities in Operation Desert Storm and AWOS is detailed, emphasizing the lessons from flexible targeting operations conducted in AWOS. The three functional components of a rapid targeting capability using GPS-guided weapons are analyzed, with critical tasks identified and discussed. Postulated operations should center on a dedicated rapid targeting cell, with the ability and authority to approve attacks, re-task sensor and attack assets, and generate precise target coordinates. Accountability for combat effects will shift from the attacking aircrew to the cell planners. Use of GPS-guided weapons eliminates the need to disseminate target imagery to attacking aircrew, and reduces workload. This capability is a viable option for future commanders, if we choose to pursue it.

By developing and applying a general model for transitions, this study shows that many of the problems associated with post-combat transitions originate from a failure to apply some basic concepts concerning transitions. This monograph develops a general model for transitions using Organizational Development concepts that consists of four inter-related aspects. First, organizations must have a clear and accurate picture of the present (pre-change) state. Second, organizations must have a clear understanding of the desired future (post-change) state. Three, organizations must understand and be able to identify the conditions indicating the need to transition. And four, organizations must develop a plan for managing the transition state. This general model for transitions highlights the similarities between all types of transitions, and underscores the idea that all effective transitions, regardless of when they occur in a campaign, follow the same general principles. Difficulties in post-combat transitions often result from a failure to follow these ideas. Two historical case studies, Operation DESERT STORM and Operation JUST CAUSE/PROMOTE LIBERTY, explore different aspects of transitions. The conclusion is that effective transitions result from having the right capability in the right place at the right time to immediately dominate the situation. The historical case studies illustrate the important role of doctrine, and indicate that U.S. forces will continue to have difficulty transitioning to post-combat operations as long as there is a lack of valid post-combat doctrine to guide planning. It offers several principles to guide planning and execution. First, commanders must adequately resource the planning and preparation efforts for the post-change.

This information superiority enabled the coalition forces to monitor Iraqi forces and convince Sadaam Hussein that an amphibious operation was forthcoming, while simultaneously moving forces to conduct the now famous 'left hook' maneuver that caught Sadaam and his forces by surprise.

As the United States continues to address emerging complex contingency operations, the DoD has certainly benefited from that [GNA] reorganization, but has struggled to integrate with a legacy interagency process. The existing dichotomy between the DoD and the interagency process could perhaps be alleviated through a GNA-like restructure for the interagency process. Recently, there have been many proposals and studies detailing such reorganization. Those details aside, any initiative for the US interagency national security policy planning and execution process should be structured along the lines reflecting the salient characteristics of military organization.
