This lecture took place in London, on 23rd November 2015, and resonated with the news that materialised earlier that year about the discovery of some fragments of Qur an kept at the Mingana Collection in the Birmingham University Library. The assertion that the document - kept at Birmingham University - is part of one of the world s oldest copies of the Qur an, was strongly disputed by many scholars in the field of codicology and palaeography, who pointed out that the science of carbon dating is contradicted by other evidence. Among these scholars was Professor Qasim Al-Samarrai, Professor Emeritus of Palaeography and Codicology. Professor Al-Samarrai s immediate reaction - after the news spread about the Birmingham fragments - was: The fragments of the Qur an folios that were found at Birmingham are not at all what they are claimed to be. They in fact belong to the end of the 2nd and the beginning of the 3rd century AH (after Hijrah), if not later. All the features in them: the script, dotting, use of gold and red ink, as well as the separation of verses (Ayat) and chapters (Suwar).etc., indicate that they might have been written on parchments older than the script. Therefore, they are not as early as thought. Surprisingly enough, Berlin and Tubingen claim the same with their own fragments." In this lecture, Professor Al-Samarrai gives a detailed insight on the Birmingham folios, with a special focus on Qur anic manuscripts palaeographical aspects in general, the accuracy of carbon dating tests, the Uthman copies of the Qur an, as well as other aspects related to this topic.

The book at hand focuses on the importance of scientific commentaries, especially manuscripts on astronomy, authored between the thirteenth and the sixteenth century. Dr Saliba demonstrates that particular commentaries were distinguished by the introduction of new scientific thinking, and also a level of astronomical mathematical sophistication that outmatched any of the earlier works that were produced within the Islamic civilisation, and, in some instances, even surpassed the contemporary scientific works that were produced in Europe at the time. Dr Saliba attributes the lack of scholarly attention to late scientific commentaries to a number of reasons, most prominently: the difficulty in reading late commentaries, absence of explanatory illustrations, and a perpetuated misconception that following the classical or golden age of Islam, there was nothing worth studying in terms of cultural output.

In his lecture, Dr Bashar Awwad Marouf explains the concept of critical edition of texts as a discipline, aimed at the production of a text as left by the author, and of which he approved at the end of his life. He then explored the view that the aim of critical edition is the production of a correct text without the need for any commentary, only emendation. He then addressed the contrasting view that considers commentary as essential, and indeed, some workers went to the extreme by saying: [the editor must] comment on everything. Our lecturer explained the error of both views, and summed up with the correct intermediate way, where the editor compares and grades the text copies, records the key reading variants, highlights the resources used by the author, and documents the quotes from the respective sources. In this lecture, Dr Bashar also debated the view postulating that critical edition is exclusively when there are several copies to allow collation, which in his view is not correct. He highlighted those books that had been critically edited - based on one copy - by eminent scholars and editors, such as Shaykh Aḥmad Shākir and his brother, Maḥmūd Shākir, where no researcher has ever claimed that such works are not critical editions. Furthermore, he explained in detail the difference between critical editing and commentary; critical editing being text emendation, and employing the means towards achieving that, while commentary describes how the editor may actually emend the text. He also drew attention to matters that must be taken into consideration in edition: Text uniformity: the editor follows the rules of modern writing, in the division of text into paragraphs and sections, and introduces numbering, and other elements of text organisation. Indicating the author s resources: if the author s sources can be identified, the editor must compare them with what the author presents. Verifying challenging names and genealogies: by referring back to the authoritative books, such as Al-Ikmālby Ibn Mākūwlā, and Tawđīħ al-Mushtabih by Ibn Nāṣir al-Dīn, which are among the most important books of this art.

The book also addresses both the scientific board (al-hay ah al-'ilmiyyah) and general teaching systems in al-Masjid al-Haram, as well as the most renowned courtyards (sing. haswah) and arcades (sing. riwaq), where study circles were convened. The book concludes with biographies (tarajim) of scholars of the two holy mosques.

This book holds 11 papers and studies that were presented in four sessions within the proceedings of the Fourth Conference of the Centre for the Study of Islamic Manuscripts (part of the Al-Furqan Foundation) on the topic of "Editing Islamic Manuscripts on Science", such as mathematics, astronomy, medicine and other areas. The first session looked at the manuscripts of science and their editing method. The second session focused on the "The Editing of Manuscripts on Astronomy". Several papers were presented which discussed in detail the editing of the major works in this field. Among these were the works of Thabit bin Qurrah, as well as the Andalucían and Maghreb manuscripts. The problem of critically verification of Zaij was also addressed. The third session looked at "The Editing of Manuscripts on Mathematics", which included several papers on geometrical figures in Arabic manuscripts and Ibn al-Haytham Works on Optics (al-Basariyat). The conference was concluded with two papers, one on "The Arabic Definitions of Scientific Terminology in Arabic Manuscripts" and the second on "The Editing and Publication of Manuscripts on Medicine".

This paper's subject matter is located within this specific perspective of applying objectives, and is titled "Objectives (maqasid) of Qur'an verses between the general meaning of the word ('umum al-lafz) and the specific reason of revelation (khusus al-sabab)". The author discusses the question of "Qur'an verse objectives between the general meaning of the word and the specific reason and context of Revelation" in its intricacies and disparate elements. He applies his signature approach of depth and reflection, navigating the broad subject matter with insight and application, weighing up pros and cons, applying a critical approach and creative initiative, striving to combine the approaches of establishing effective cause and application. At each stage, Dr Raissouni supports his robust scientific treatment, with convincing and suitable explanatory examples. The author pays special attention to the content, dimensions, and limits of the legal theory rule, "consideration is to the general meaning of the word ('umum al-lafz), and not the specific reason for Revelation (khusus al-sabab)". The aim being to properly understand it, as it is quite critically, a finely balanced formula, where inclination to any one side through ignorance or negligence leads to error in understanding the Islamic legal ruling. Even established legal theory studies have rarely addressed this rule. In addition, Dr Raisssouni pays special attention to both "generality of expression ('umum al-lafz) and generality of intent ('umum al-qasd)" and the "reasons and contexts for Revelation (asbab al-nuzul)".

The author / lecturer described it as the correct knowledge and practical evidence that guide human action on Earth towards self-consistency, social harmony, and an integration of civilisation and creation, to secure the highest levels of ideological and moral originality, practical effectiveness, functional integration, and maximum, exemplary, historical trajectory. The lecturer emphasises that the Noble Qur'an will not regain its central position within ourselves, nor have the broad, deep, balanced, and effective influence, without us being able to extract this universal map of the laws of creation drawn for human life, as well as our interaction with it, in comprehensive, deep, and balanced terms, including synchronising our entire life in light of its requirements. This map incorporates the majority of human actions, including: the space of establishing awareness of the objective of the existence of mankind and the universe, and the systems of universal laws organising the movement of human vicegerency on Earth, and the systems of subjugating universal laws of creation, as well as the systems of universal protection for civilisation.
