Eight pages, complete. Pages are clean and intact except for moderate age toning, small spots of foxing throughout, small closed tears (about 1/4") limited to top margins, and slight chipping and splitting along spine. A Very Good copy. A speech that was originally delivered before the United States House of Representatives on June 1, 1848 by Abraham Watkins Venable (1799-1876), an American lawyer and politician. He served as a U.S. Representative from North Carolina from 1847-1853. He was a Democrat. Much of Venable's speech is his interpretation of constitutional law in determining whether or not Congress has the right to ban slavery in U.S. territories. He contends that Congress does not have the right to legislate in territories. Specifically, he states that Congress does not have the ability to extend or forbid slavery in U.S. territories. He also argues that slaveholders have a right to own slaves in territories because he believes that slaves are classified as property. Among the many other topics Venable addresses is the right of state sovereignty, states' rights, the Wilmot Proviso, the Missouri Compromise, the newly acquired territories of California and New Mexico, and the Northwest territories such as Oregon. Ultimately, Venable feels that slave states are being treated unfairly and that representatives free states are not making equal concessions in terms of legislation and arguments relating to the debate over slavery.
