This book identifies the milieu factors, opportunities and risks that now influence thinking in Finland and Sweden, and the different options and choices that are open to - or will be forced upon - the two nations. For both countries, the year 2004 will involve decisions about the shaping of their security and defence policies, about their "belonging" in the Nordic-Baltic Sea region and European security structure, as well as the forming of their respective national defence organisations in a long term perspective, in light of what they consider the strategy for a small state should now be.
