If this officer's principles were generally accepted there would be an end to all text books and treatises by experts. I believe that the use of boat-ropes when lowering boats at sea is not sufficiently known and enforced. And, when we read, in accounts of abandoning ships, of boats being "capsized" on being lowered, I always suspect this of being the cause.
