Mary Churchill the youngest daughter of Winston and Clementine Churchill was born in 1922, so her 16th birthday would have been in 1938, that is just as Britain, and Churchill, was preparing for war. Forbes was presumably an early admirer, or friend of the family. An evocative association copy.
