The leaves are in fine, clean condition, meticulously and skillfully restored with expert care. The chapbook is an outstanding cultural-historical unicum, preserved in this sole known surviving copy. A highly significant Hungaricum, remarkably intact despite minor paper repair to the final leaf with the loss of merely a few letters. One of the earliest printed sources on Hungarian tobacco culture, encapsulating late 18th-century Hungarian cultivar names (the famed tobaccos of Szeged, Debrecen, and Verpelét) and the elaborate rituals of smoking within a mock-guild statute parody. This exceptionally rare popular print (ponyvanyomtatvány / chapbook) represents a unique Eastern European manifestation of the European tradition of mock-guild statutes and convivial legal satires. While academic and urban circles in Western Europe cultivated elaborate mock-rules for smoking fraternities (Tabakskollegien), such formal societies did not exist in late 18th-century Hungary. The anonymous author—an educated Hungarian cleric, jurist, or student steeped in Enlightenment satire—transposed this Western European genre into a distinctively regional idiom. The text meticulously codifies the "privileges", etiquette, and formal regulations of pipe-smoking in mock-juridical articles, parodying royal patents, imperial charters, and municipal craft regulations. The satire is presented as an official charter issued under the supreme authority of Ottoman Sultan Selim III (reigned 1789-1807) and promulgated by Ibrahim Razul, Pasha of Belgrade (Nándorfehérvár). In his fundamental monograph on Hungarian popular press (A magyar ponyva tüköre, 1978), literary historian Péter Pogány identified the precise historical window established by this mock attribution: Selim III ascended the Ottoman throne on April 7, 1789. Belgrade fell to Austro-Hungarian coalition forces under Field Marshal Laudon on October 8, 1789. The fictitious charter directly engaged public interest surrounding the Austro-Turkish War (1788-1791), operating as a triumphantly mocking political satire aimed at retreating Ottoman authorities by styling the ousted Pasha of Belgrade as the bureaucratic patron of pipe-smokers. While specific typographical elements of the Landerer officina suggest this variant may have been printed around the turn of the 19th century, the textual composition preserves this immediate 1789 wartime topicality. Beyond its satirical framing, the treatise is recognized by ethnographers as an indispensable historical record of early tobacco consumption in Central Europe (cf. Lajos Takács, Ethnographia, 1954).
