Professor Roche was a prolific author of books and articles. He was also a syndicated columnist, and once described his politics as "Social Democrat."… He was a consultant to John F. Kennedy when Kennedy was a Senator and later when he was President. He was also a special adviser to President Lyndon B. Johnson from 1966 to 1968. In the 1950's he was active in the civil-rights movement. He was a cofounder of Americans for Democratic Action and served as its president from 1962 to 1965. In the 1960's, he also wrote speeches for Hubert H. Humphrey, beginning when Humphrey was a Senator and later Vice President. Professor Roche's governmental positions included service on the Eisenhower Commission on International Radio Broadcasting, the United Nations Subcommittee on Prevention of Discrimination and Protection of Minorities, and, most recently, the President's Advisory Committee on Arms Control and Disarmament. Professor Roche's best known academic work was "The Founding Fathers, a Reform Caucus in Action," which was printed by the American Political Science Review. Among his books were "Courts and Rights" (1961), "The Quest for the Dream: Civil Liberties in Modern America" (1963), "Shadow and Substance: Studies in the Theory and Structure of Politics" (1964), and "Sentenced to Life: Reflections on Politics, Education and Law" (1974). A hopeful report on the significant development of human freedom in the United States over the preceding fifty years. Civil and political rights are a class of rights that protect individuals' freedom from infringement by governments, social organizations, and private individuals. They ensure one's ability to participate in the civil and political life of the society and state without discrimination or repression. Civil rights include the ensuring of peoples' physical and mental integrity, life, and safety; protection from discrimination on grounds such as race, gender, national origin, color, age, political affiliation, ethnicity, religion, or disability; and individual rights such as privacy and the freedoms of thought, speech, religion, press, assembly, and movement.Political rights include natural justice (procedural fairness) in law, such as the rights of the accused, including the right to a fair trial; due process; the right to seek redress or a legal remedy; and rights of participation in civil society and politics such as freedom of association, the right to assemble, the right to petition, the right of self-defense, and the right to vote. Civil and political rights form the original and main part of internationa human rights. They comprise the first portion of the 1948 Universal Declaration of Human Rights (with economic, social, and cultural rights comprising the second portion). The theory of three generations of human rights considers this group of rights to be "first-generation rights", and the theory of negative and positive rights considers them to be generally negative rights.
