Naast de mogelijkheid om een zaak te verwijzen van een 'gewone' meervoudige kamer naar een Grote Kamer, heeft de voorzitter van de Afdeling bestuursrechtspraak de bevoegdheid gekregen om een staatsraad advocaat-generaal te vragen een conclusie te nemen. Een instrument dat bijvoorbeeld bij de Hoge Raad en het Hof van Justitie al veel langer bestaat. Als voorzitter van de Afdeling bestuursrechtspraak heeft Jaap Polak in de afgelopen jaren de staatsraad advocaat-generaal meerdere malen verzocht een conclusie te nemen en daarmee niet alleen bijgedragen aan de rechtsontwikkeling, maar ook aan de ontwikkeling van het instituut 'staatsraad advocaat-generaal'. In deze bundel belicht een aantal auteurs de functie van de conclusie in de verschillende rechtsgebieden en enkele van de op verzoek van Jaap Polak genomen conclusies. De taak van de voorzitter van de Afdeling is uiteraard niet beperkt tot het vragen van conclusies. Andere bijdragen in de bundel gaan over de rol van Jaap Polak binnen de Afdeling bestuursrechtspraak en zijn langjarige en grote betrokkenheid bij de finale geschillenbeslechting en het streven naar rechtseenheid tussen de verschillende hoogste bestuursrechterlijke colleges.
