Over de geschiedenis van publieke tijdsaanduiding in Nederland, oftewel hoe overheid en samenleving gezamenlijk zorgden voor klokken, torenuurwerken en tijdssignalen. Ontwikkeling van torenuurwerken, het gebruik van remontoir-mechanismen en de verbetering van wijzerplaten, inclusief voorbeelden van Huygens en Hollandse uurwerktradities. 12 uitvouwbare platen met technische tekeningen etc. Hoëfer leverde hiermee in 1887 een van de eerste overzichtswerken over Nederlandse tijdstechnologie, dat later geciteerd werd in studies over klokkenbouw in Friesland en de Leidse Sterrewacht. Met een voorrede van P.J. Kaiser, verificateur van 'Rijks Zee-instrumenten'. Hoefer was gepensioneerd officier der artillerie en directeur der maatschappij voor tijdaanwijzing (dochteronderneming van de Nederlandsche Bell Telephoon Maatschappij NBTM). De maatschappij verzorgde de tijdaanduiding via de telefoon.In de inhoudsopgave: Tijdmeters voor openbaar en huiselijk gebruik, tijdmeters voor de zeeman, zakuurwerken, electrische uurwerken, tijdseinen, elektrische tijddienst te New-York, tijdaanwijzing door middel van telephoon, historisch overzicht van toestellen en manieren die dienen om het uur van de dag te bepalen. Bijlagen: resolutie van de Vroedschap van Rotterdam 1677 en 1723.
