The author introduces a novel way to measure the degree of approximation of each system and demonstrates that neither system is universally superior. Using his method, he compares the performance of both systems across a range of hypothetical elections and finds that the True Quotient outperforms the Fictive Quotient in 50% of cases, with the latter performing better in 10% of cases and the remaining 40% being indeterminate.
