2pp, 12mo. In fair condition, lightly aged. A daughter from Lady Derby's first marriage was married to the Earl of Galloway, from whose seat Derby writes. Addressed to 'G. [sic] Norbury. Esq.' Having received the letter of the unnamed male recipient, he feels he 'must decline to give my name as "patron" of the now proposed socie…ty of water colour painters in Liverpool: not because I do not approve of the formation of such a society, but because your invitation to join it is the first intimation I have received of any such project being in contemplation'. At present he knows 'absolutely nothing of its chances of success, nor of the individuals by whom it is being promoted'. Should the society 'appear likely to deserve and obtain support', he will 'with pleasure join in promoting it', but he cannot give his name without more information. Norbury was the Liverpool Watercolour Society's first president; Derby does not appear to have been involved.

Small folio. pp. [84]. 37 illustrations of Alfred Bossom's Christmas cards and one additional illustration. Original brown cloth with the Bossom gilt crest depicting an oak tree and an irradiated eye with the… motto Esto Quod Es (Be What Thou Art) on upper cover lettered gilt on spine. The author has written a letter as part of the text by way of an introduction to his Christmas cards. Clive Bossom (the author's son) has handwritten the date of 25 Dec. 1948 and addressed it to 'Dear Isabel & John.' At the end he has signed the letter and handwritten the recipients name and address: 'Lord & Lady Derby, Knowsley Park, Prescot, Lancashire.' With the Derby bookplate on upper pastedown endpaper. Sir Alfred Bossom, 1st Bt. MP later Baron Bossom (1881-1965) sent original Christmas cards every year and at the request of his friends he produced this book of them which also includes an explanatory text. Maj. Hon Sir Clive Bossom, 2nd Bt. (1918-2017) was a Conservative MP who later became involved in motorsport. Edward John Stanley, 18th Earl of Derby (1918-1994) landowner and businessman married Isabel Milles-Lade in 1948. A few white spatter marks on spine, otherwise very good. Light wear otherwise very good.

Addressed, with Nottingham and Derby postmarks, on the reverse of the second leaf, to 'John Goodall Esq | Solr. | Derby'. Docketted: 'Brewster Jno. | Under…Shff of Nttm | with acct. of Charges in Grammer at Melbourne | Same at Hides'. The letter reads 'Inclosed I forward you the Account of Charges relating to these and shall feel obliged by a Check for the amount at your convenience.' The account of charges is in a different hand, and headed 'John Goodall Esq | To the Undersheriff of Notts.' The charges amount to £5 18s 0d, and include the cost of preparing warrants and summonses, and paying bailiffs. Also: 'In consequence of countermand of notice by Defendants Attorney preparing Notices to Jurors countermanding their attendance' and 'Paid Messengers and expences in countermanding including '. The 1853 'History, Directory and Gazetteer' of Nottingham gives the context of the case: 'Greasley, commonly called Greasley Moor Green, from its being included in that constablewick, is situated seven miles N.W. by N. of Nottingham; it is a small bnt pleasant village containing about 360 inhabitants; Lord Melbourne is the principal owner and lord of the manor; but Thomas Grammer, Mrs. Marshall, and the Misses Grammers have also estates here.'.

(In any event by his own desire Helen Taylor had her husband buried at Avignon.) 2pp, 12mo. With thin mourning border. In fair condition, li…ghtly aged. Folded three times. Begins: 'Lord Derby regrets that he shall not be able to see Mr Arnold when he calls to-day, as Lord Derby is sitting on an arbitration case at Westminster which takes him away from home at eleven till four.' Derby now turns to the purpose of the proposed meeting, explaining that he will 'with pleasure join in any mark of respect to the late Mr Mill which does not take such a fashion as to imply on the part of the contributors or promoters an agreement in Mr Mill's political opinions.' The recipient 'Mr Arnold' is undoubtedly Matthew Arnold. See his effusive letter to his wife, 1 October 1882, on a visit to Derby's country house.

Extracted from a volume of Parliamentary Circulars with the ownership signature "Frederick Peel", Member of Parliament (from Feb. 1849), dated 1839-1851). Important items, reflecting the state of affairs regarding movement of West Africans to the British West India colonies in the period immediately following the abolition of sl…avery. Both items excessively scarce: no copies traced on either OCLC WorldCat or COPAC. In good condition, lightly aged. The two items disbound from a volume and paginated in manuscript. ONE: Printed 'Circular' dated 'Downing Street, / 25th. February 1843.' Lithographic reproduction of manuscript text, headed in real manuscript 'Emigration from the W. Coast of Africa'. At foot, in manuscript (not Stanley's handwriting): '/sd/ Stanley'. A version of the circular on pp.1-2 of Item Two, exhibiting some variation from it (for example giving details of two items of 'correspondence' in margin of p.1). Stanley explains that, in accordance with the views of 'two Committees of the House of Commons, which sat last Session to enquire, - the one into the state of the West India Colonies, the other into that of the British Possessions on the West Coast of Africa', the Government 'have undertaken the superintendence of Emigration from that coast to the British West Indies', and have chartered vessels which, 'during the next twelve months, will effect as many voyages as may be possible, within that period, from Sierra Leone, or other ports on the Coast of Africa, to Jamaica, Guiana, and Trinidad'. TWO: Colonial Office document, signed in type (p.2) 'STANLEY'. Title: 'A Circular to all the West India Colonies.' Dated 'Downing-street, 25th February, 1843.' In margin beside title: 'Emigration. / A Circular to all the West India Colonies.' Slug at foot of final page: 'London: Printed by W. CLOWES and SONS, Stamford Street, / For Her Majesty's Stationery Office.' 11pp, 8vo. Paginated 1-11 in type and 43-53 in manuscript. The dispatch (a slightly-different version of Item One) is on pp.1-2; and is followed on pp.3-11 by three enclosures - 'forms, which I have to request may be adopted in making the returns of the numbers of the different classes of immigrants who are received in the colony under your government'. The first (p.3) is a table giving a uncompleted example of a 'Return of the Number of Emigrants who have been brought from the Coast of Africa to [blank], in Ships chartered or licensed by Her Majesty's Government during the Quarter ended on the [blank], 184[blank].' The second (pp.4-5) is under five heads, including 'Provision for Bounty Emigration to be conducted by private Individuals'. The third (pp.5-11) is a 'Draft of Proposed Ordinance / Act for the Encouragement of Immigration into [blank]', under thirty-five heads.

An apparently-unique Manuscript signed by Lord Stanley as Secretary of State for War and the Colonies, and dated from 'Downing Street, | 30: July 1842' of what W. P. Morrell describes in his 'British Colonial Policy in the Age of Peel and Russell' (1966) as a 'Circular Dispatch to Governors of West Indian Colonies', regarding th…e 'Act to amend the laws for the regulation of the Trade of the British Possessions abroad' (5 & 6 Vic. c. 49). The document discusses the act with regard to 'the West Indian Colonists' and 'the British Possessions in South America and the West Indies'. Stanley hopes that 'the Legislative Bodies, and the Colonists at large in the West India Colonies' will find in the act 'enactments calculated to be of essential advantage to their commerce'. The present draft contains a passage with a gap in it for later completion, in which Stanley requests the recipient to 'take the first opportunity of communicating copies of this Act to [BLANK] under your Government'. (Different versions were tailored to the various colonies; another one, printed severally in 1843 in the Journals of the Legislative Councils of the Provinces of New Brunswick and Prince Edward Island, is dated to 17 August 1842 and addressed to Sir Charles Bagot, first Governor General of the Province of Canada. That version corresponds with the present draft for the first page and a half, and then diverges considerably in its emphasis and content.) The present item is disbound from a collection of parliamentary papers assembled by Sir Frederick Peel (1823-1906), Liberal MP for Leominster, who was Under-Secretary of State for War and the Colonies, 1851-1854; and Under-Secretary of State for the Colonies, 1854-1855. It is 7pp, foolscap 8vo. On two bifoliums. Paginated 29-35 by Peel, who has written 'Trade of British Possessions' at the head of the first page. In good condition, lightly aged. The document is in a secretarial hand, but is signed by Stanley: '/sd/ Stanley' (the '/sd/' was probably for the purpose of the printer, should the document be put into type). At the beginning of a long communication, Stanley explains that 'Her Majesty's Government having undertaken soon after their accession to office the revision of the laws by which the commerce of the United Kingdom is governed, felt it to be their duty to consider with equal care the regulations bearing upon the trade of the Colonies, and having in view the experience which had now been obtained of the legislation promoted by the late Mr Huskisson, and some of his successors in office, and being satisfied with its results, their object has been to give fuller effect to the spirit in which that legislation was conceived. They have applied themselves therefore to remove restrictions upon Colonial industry, to bring the provisions of the Imperial law more and more into accordance with the terms of the Declaratory Act of 1778 [] The Act now sent to you is the fruit of these endeavours and I trust that the Legislative Bodies and the Colonists at large in the West India Colonies will find in it enactments calculated to be essential advantages to their commerce, to be of effectual advantage as consumers of imported goods.' The present draft concludes: 'With a view to give time to the local Legislatures to make any arrangements which shall appear to them to be expedient previously to the commencement of the new Act, its operation is postponed by the 1st. Section, so far as the British Possessions in South America and the West Indies are concerned, to the 5th. April, 1843.' (In the version published in 1843 quoted above, the postponement is made, 'so far as the British Possessions in North America are concerned, to the 5th July, 1843'.) Goods involved include wheat, meat, tea, blubber linen, leather, etc etc.

The returns show figures since the previous return comprising numbers who have died, been discharged or promoted, deserted or not found, enlisted in the armed forces and supposed to be actually serving, incapacitated by illness, and those serving or balloted to serve.
