It shows which regulatory options are constitutionally permissible and useful from a parliamentary point of view.; Die Arbeit befasst sich mit der bislang juristisch weitgehend ungeklärten Frage des Mutterschutzes und der Elternzeit für Abgeordnete in Bund und Ländern. Sie zeigt auf, dass entsprechende Regelungen nur in einzelnen Parlamenten und überdies nur in unzureichender Weise bestehen. Auf verfassungsrechtlicher Ebene wird herausgearbeitet, dass die Grundrechte des Art. 6 Abs. 1, 2 und 4 GG und des Art. 3 Abs. 1 und 2 GG jedoch ein Gebot an die Gesetzgebung richten, entsprechende Regelungen einzuführen. Im Rahmen einer umfassenden Behandlung dieses auch gesellschaftspolitisch relevanten Forschungsthemas zeigt die Arbeit sodann Lösungsansätze auf: Es wird dargestellt, welche Regelungsoptionen verfassungsrechtlich zulässig sowie aus parlamentsrechtlicher Sicht sinnvoll sind und welche rechtspolitischen Implikationen sich jeweils daraus ergeben. Die Bewertung mündet in einen ausdifferenzierten Reformvorschlag.; Dissertationsschrift.
