Marked "For Official Use Only" on front page. Marked "Unclassified" on back cover. This appears to be a contemporatory reproduction and bears the notation ARPA Order No. 189-61. THe aim of this Memorandum was to evaluate the use of formal criteria as a basis for cost-sharing negotiations in NATO and the Development Advisory Committee of the OECD. The purposed of this study was to examine both the theory and the policy implications of formal burden-sharing systems, as an aid to U.S. government negotiations in this field. The report was to be circulated to officials of the Departments of State and Defense, and was considered to also be of interest to those involved in economic development and international economies. It was expected that portions of this limited circulation report would be submitted to professional jounals. Fair. Stable bound. Stamps relatinged to cataloguing and when recieved.
