Nachdem P. die philosophischen und juridischen Studien in Innsbruck zurückgelegt hatte, trat er 1765 als Haussecretär in die Dienste des Staats- und Conferenzministers Grafen Chotek in Wien, wo er sich speciell mit archäologischen und philologischen Studien beschäftigte. In den Jahren 17681770 begleitete er den Grafen Joh. L. Chotek, Neffen des Staatsministers, und den Grafen Franz Jos. Wilczek auf ihren Reisen nach Italien und Frankreich, welche ihm Gelegenheit gaben, die bedeutendsten Monumente und Kunstsammlungen zu besichtigen und seine Kenntnisse zu erweitern. Durch die Verwendung seines Gönners, des obersten Kanzlers Grafen Chotek erhielt P. von der Kaiserin Maria Theresia im J. 1771 eine jährliche Pension von 200 fl. und im J. 1772 die Stelle eines Schloßhauptmanns im Schloße Ambras in Tirol. Als er sich einen Ueberblick der dort angehäuften kostbaren Kunstschätze verschafft hatte, faßte er den Plan zu einer systematischen Aufstellung und zu einer genauen Inventarisirung der Sammlung, welche mühevolle Arbeit derselbe im J. 1788 vollendete. Während dieser Zeit (1783) erhielt er die Stelle eines Professors der griechischen Sprache an der Innsbrucker Universität und bekleidete vom Jahre 17841787 auch jene eines Bibliothekars. Von dem Beginne der Kriege mit Frankreich an bis zum Wiener Congreß verlebte P. eine sorgenvolle Zeit. Fünfmal mußte er mit der Ambraser Sammlung flüchten, bis sie endlich im J. 1806 dauernd in Wien und zwar 1807 zuerst im Kaisergarten und 1810 im unteren Belvedere untergebracht und hier von P. mit Unterstützung seines Sohnes Alois im J. 1813 aufgestellt wurde. Als Schloßhauptmann erschien von P. 1777 eine kurze Beschreibung der Ambraser Sammlung. Seine übrigen Schriften sind meist philologischen Inhalts. Auch auf dem Gebiete der Poesie versuchte sich P. Er schrieb ein Drama Der rasende Ajax" und zwei Singspiele Veidena" und Die apokalyptische Frau".
