'Port Elizabeth by 1866, the year in which some of its leading citizens achieved their ambition to found a club, had long outgrown the early description, "a parcel of miserable huts huddled together on the seashore". In forty years the struggling infant settlement had raised a population of 10,773, of which 6,500 were European. The town, then sometimes called "Little Bess" had attained the status of a municipality. Its first Mayor, William Smith, and an enthusiastic body of councillors, held office in a newly completed Town Hall, as yet without its tower and clock.'.
