While the European Union is preparing for ten new member states, developments in Europe are far from standing still. The countries beyond the EU's future borders in Eastern Europe and the Balkans are undertaking a threefold process of national con­ solidation, transition to a market economy and strengthening parliamentary democ­ racy. These processes entail risks that range from authoritarian regimes to armed es­ calation in Southeastern Europe. These risks have a direct impact on European secu­ rity and stability. At the same time, some areas of internal transition are making seri­ ous strides toward Western standards. For this reason, simply reducing Eastern and Southeastern Europe to a set of risks threatens to create a self-fulfilling prophecy.…

Das Kalkül Lenins und später Stalins, dass der revolutionäre Funken der machthabenden Partei der Sowjetunion zur Umgestaltung der Gesellschaften sich in kurzer Zeit weiter auf Gesamteuropa ausbreiten werde, erfüllte sich jedoch nicht. In der Folge wurde das Instrument der Gleichschaltung von Moskau bis nach Wladiwostok als Form des staatlichen Terrors eingesetzt. Der sogenannte große Terror war in den Jahren 1937/1938 geprägt von sozialistischen Gewaltexzessen an mehr als zwei Millionen Menschen, die im sowjetischen Reich verhaftet, gefoltert und ermordet wurden. Diese Verbrechen wurden über Jahrzehnte tabuisiert.Die nachhaltigste Zäsur im kommunistischen System der Parteiherrschaft wurde ausgelöst durch den Tod Stalins 1953 und den darauffolgenden 20. Parteitag der Kommunistischen Partei der Sowjetunion (KPdSU). 1956 setzte Nikita Chruschtschow ein Signal des Wandels in einer fünfstündigen Geheimrede über die Verbrechen Stalins. Im Ergebnis wollte die KPdSU so auf eine Entstalinisierung vorbereiten und Handlungsspielraum für eine vorsichtige Reformpolitik gewinnen. Damit eröffneten sich innenpolitische Möglichkeiten für Vertreter von Demokratie und Freiheit, ihre Ziele öffentlich zu formulieren - und der Weg für den Prager Frühling im Jahr 1968 war bereitet. Dieser Versuch der tschechoslowakischen kommunistischen Partei um Alexander Dubcek, einen 'Sozialismus mit menschlichem Antlitz' zu gestalten, endete mit seiner gewaltsamen Niederschlagung am 21.
