These historical documents track the cross-country pursuit of Harry Brown, a major figure in the infamous "million-dollar arson gang" operating out of Chicago during the 1930s. Document 1 (Seattle Police Report - Jun…e 22, 1935): Shows that the investigation reached the West Coast. The Seattle Police Department logged a formal "Officer's Report" linking back to circular files, preserving his physical description to look out for him locally. The verso is a standard issue Patrol Wagon Report which is not filled out. It is meant for logging daily patrol wagon routes, box locations, and arrests. Document 2: a Wanted Poster featuring his face, crime charges, and his unique Henry system fingerprint classification codes, which allowed departments nationwide to verify his identity if printed under an alias. The Chicago "million-dollar arson gang" conspired with property owners to set intentional fires to their own buildings, split the fraudulent insurance payouts, and occasionally kidnap or extort victims. The ring leaders included Harry Brown and the "Queen of the Arsonists" Bertha Warshovsky. They were exposed by co-conspirators who confessed. The charges were upgraded to murder when one of the fires they set killed a 17-year-old disabled boy who was unable to escape the burning apartment building. Harry Brown was capture, tried, convicted for his role in the fatal conspiracy and was sentenced to life imprisonment in the Illinois state penitentiary system. He died in prison. Bertha Warshovsky said she had charged the owner of a house at Taylor and Racine her usual fee of $170 to set it on fire. Despite her central role, Bertha did not do any prison time by turning State's Evidence after being arrested in June 1935 and helping dismantle the ring. She testified against her former associates and various slum lords, admitting on the witness stand that she had personally started "more fires than I can remember." Bertha invented a very reliable, slow-burning incendiary device. For $5 to $10 a piece, she sold a gadget constructed of a short candle tightly bound with kitchen safety matches. Later, when she discovered that she, a heavy-set older woman, was less likely to arouse police suspicion walking into buildings than would her male counterpart, she began executing the "touch-offs" herself - charging up to $250 per fire. During the 1935 trials, the 225-pound Bertha fascinated the Chicago press by demonstrating her arson technique right from the witness stand. She requested a cigar, lit it, and blew on it to make the tip glow red. She then showed the jury exactly how she would tie the glowing cigar inside a bundle of safety matches to create a timed fuse, allowing her time to exit the building and hail a getaway cab before the gasoline-soaked paper balls exploded. The "million-dollar arson gang" operated with brutal indifference to human life. Property owners who wanted to collect insurance payouts would hire the ring to gut their buildings. The gang frequently torched apartment complexes while tenants were sleeping inside. This led to the death of the 17-year-old disabled youth in Chicago, transforming a massive insurance fraud case into a capital murder hunt that ultimately produced the Seattle police files offered here. Prosecutors asked for the death penalty for the owner of the building and rounded up many middlemen. According to The New Yorker, "Interior Design as a profession was invented by Elsie de Wolfe."[5] During her married life, the press usually referred to her as Lady Mendl. De Wolfe's 1926 marriage to diplomat Sir Charles Mendl was page-one news in the New York Times. Shortly after her marriage, she scandalized French diplomatic society when she attended a fancy-dress ball dressed as a Moulin Rouge dancer and made her entrance turning handsprings, In 1926 the New York Times described de Wolfe as "one of the most widely known women in New York social life," and in 1935 as "prominent in Paris society."
