[Enclosing a copy of the official report recently made by Colonel John D. Imboden. Concerns crimes perpetrated against civilians by Union General R. H. Milroy. Transmitted with] MESSAGE OF THE PRESIDENT. January 17, 1863. Single leaf printed and folded to make 4pp, bears the oval "Rebel Archives" stamp (which is mostly illegible); spinefold is slightly off square (from the bindery), mild toning and flecks from impurities in paperstock, slightly edgeworn, very good. Parrish & Willingham 2335. Includes correspondence of James A. Seddon Secretary of War; John D. Imboden, Colonel commanding; Captain Horace Kellogg, Post commandant, for Brigadier General Robert Houston Milroy. One historical source says that Milroy "became known for his harsh policies toward Confederate civilians." The case cited here is that of one Job Parsons at typifying Milroy's treatment of "patriotic people of the Northwestern and Valley districts of Virginia". Two communications to Parsons are transcribed; he is "hereby ordered to report in person to attend to business of vital importance to yourself in case of your failure to comply. you must suffer the penalty." Milroy wants money, is assessing Parsons $14.25 for "certain robberies which have been perpetrated upon Union citizens of Tucker County, Va" Non-compliance will cause execution of a prior order: "If they fail to pay at the end of the time you have named, their houses will be burned and themselves shot. and be sure that you carry out this threat rigidly, and show them that you are not trifling or to be trifled with." The threat is written out twice: "You will inform the inhabitants for ten or fifteen miles around your camp, on all the roads approaching the town, upon which the enemy may approach, that they must dash in and give you notice, and that upon failure of any one to do so, their houses will be burned and the men shot. By order of Brigadier General R. H. Milroy." Please email with questions or to request photos. This Confederate Imprint is one of more than 100 recently acquired, most with 'Rebel Archives' stamp on the cover, indicating that these were the actual copies seized by the Union Army at the end of the Civil War. A remarkable collection.
