Hooper, 1851-1914, was an American scientist and educator best known for his long-standing association with Brooklyn. In 1880 he was appointed professor of chemistry and geology at Adelphi College where he taught until 1889. He was also the first President of the Brooklyn Ethical Association, a member of the New York City Board of Education and a trustee for Brooklyn Public Library. It is however, his role as Director of the Brooklyn Institute of Arts (a post he held between 1889 and his death in 1914) that had the greatest impact, opening the Brooklyn Museum and Children's Museum and greatly expanding the programme of public lectures and concerts and quadrupling the Institutes membership. This pamphlet sets out his vision for a school of liberal education, establishing firstly the importance of education and intellect on the development of the mind, followed by a practical plan for the implementation of such an education.
