This is a Center for Complex Operations Case Study. Lieutenant Colonel Heidi Urben is a military intelligence officer with more than 15 years of service in the U.S. Army. She has served in a variety of operational assignments including tours in Bosnia-Herzegovina (1999-2000) and Afghanistan (2004-2005 and 2010-2011). Her past assignments include various staff positions in the 10th Mountain Division (Light Infantry) and 25th Infantry Division (Light), command of an intelligence company in Hawaii, a tour as Military Aide to Secretary of Defense Robert M. Gates (2006-2007), and service as the operations officer and executive officer for an intelligence battalion at Fort Meade, Maryland (2008-2010). Lieutenant Colonel Urben currently serves as an Assistant Professor of American Politics, Policy, and Strategy and Department Executive Officer for the Social Sciences Department at the U.S. Military Academy. In 2013, she took take command of a military intelligence battalion in Hawaii. Following that posting she was assigned to the Joint Staff in the Pentagon. Past research contends that with the exception of voting in presidential elections, military officers' political participation is fairly muted. Moreover, most allegations of political outspokenness tend to be levied at retired officers, not those on active duty. Department of Defense directives provide guidelines on permissible but traditional forms of political expression for active duty members of the military, but largely neglect social media as a forum for political activity. Through a survey of more than 500 military elites attending the United States Military Academy and National Defense University, this project seeks to establish the nature and extent of political expression by members of the military throughout social media and whether or not such expression is in keeping with the norm of nonpartisanship. Findings suggest that while most military elites continue to identify as conservative and Republican, fewer appear to do so today than at any other time over the past 30 years. Second, military elites actively use social media networking sites, although younger elites are more prolific in their use. Third, while respondents' nonmilitary friends were more politically active than their military friends, both active duty and retired military actively participate in multiple forms of political and partisan expression, from posting comments on political issues to "friending" political figures. Fourth, party identification and political ideology elicit different responses and behavior about politics on social media. Military elites who identify as liberals and Democrats are more likely to have more politically diverse military friends on social media, but are also more likely to report feeling uncomfortable by their friends' politics. Finally, a striking percentage of those surveyedâ"50 percent in some casesâ"indicated their active duty military friends have engaged in insulting, rude, or disdainful comments directed at politicians, elected officials, and the President, with liberals and Democrats more likely to report they observed such normative violations. Together, these findings suggest Republican and conservative military elites may be more likely to see social media as their echo chamber and raise further questions about the politicization of the force. This study concludes by considering the implications these findings carry for the norms of an apolitical, nonpartisan military.

Condición: Neu. nach der Bestellung gedruckt Neuware - Printed after ordering - \*This book is in the Rapid Communications in Conflict and Security (RCCS) Series (General Editor: Dr. Geoffrey R.H. Burn).Throughout the existence of the All-Volunteer Force, but chiefly since the 1990s, the military has faced charges of growing politicization.During periods of heightened partisan polarization-and the inevitable civil-military relations turmoil that ensues-such charges tend to be asserted more frequently, even if the term and what it might constitute remains vague. While civilian political leaders on both sides of the aisle arguably bear much of the responsibility for any politicization of the armed forces, this book examines the extent to which those in uniform may have contributed to its gradual politicization and the erosion of the military's nonpartisan ethic.Drawing upon original survey research of active-duty US Army officers conducted at various junctures over the past decade, this book explores the partisan and political attitudes of the officer corps. It examines the types of political activities officers engage in-including their expressed opinions on politics on social media-and whether such activities are in keeping with the norm of nonpartisanship and Department of Defense directives that govern political behavior. This data-rich volume includes more than 40 tables presenting helpful snapshots of information. The book also explores how active-duty officers view politically outspoken retired flag officers, including whether the norm of nonpartisanship should extend into retirement. In addition, the book examines critical issues such as the impact of partisan political attitudes of officers on their views of civil-military relations, the roles senior military leaders and civilian policymakers should play during wartime, and the institution of the armed forces itself. This book closes with recommendations for policymakers, along with an invaluable teaching resource for those in uniform today-a practical guide for how commanders can instill the nonpartisan ethic at the unit level, complete with recommended readings and proposed discussion questions. Given the scant attention paid to civil-military relations in formal professional military education settings, this guide is a helpful and valuable reminder that norms in any institution are only maintained through careful, continuous teaching and reinforcement.Party, Politics, and the Post-9/11 Army is an important resource for military professionals and scholars and practitioners of civil-military relations, including senior military leaders and defense department officials. This book will be especially valuable for students enrolled in professional military education, particularly those attending senior service colleges, as well as students (both military and civilian) taking undergraduate- and graduate-level courses in national security studies.
