Author information inside the back cover. This is the Human Relations Monograph number 10. Dr. Rhetta M. Arter was a social and cultural researcher and former director of field studies for the Center for Human Relations Studies at New York University. In 1959, Dr. Arter founded and became president of Research and Action Inc., a social research company in Manhattan.
