Commemorating the first C.E.H.A. concert in Wangaratta on Tuesday July 22nd 1947. From - [then signed by all four] - Harold Blair, Douglas R. Whittaker, Donald F. White, John Lloyd". Harold Blair AM (1924-1976) was an Australian tenor and Aboriginal activist. "He entered the Melba Conservatorium in Melbourne in 1945 and earned a Diploma of Music with honours in 1949. In 1950, Blair was invited to study in the United States by the noted African-American singer Todd Duncan. Blair studied at the Juilliard School, New York. While in New York he sang in a church in Harlem, and entered into the community life. He was impressed how people of all races participated at all levels of society. In 1951 the Australian Broadcasting Commission offered Blair a three-year singing contract, commencing with an extensive tour. By the end of the tour he had lost his voice. Breaking the contract, he was prohibited from singing professionally for three years. Discouraged, Blair sought other work including working for a hardware store. He expressed an interest in education and was taken on as a teacher at Ringwood Technical School. He later became a teacher at the Conservatorium in Melbourne, and served on the Aboriginal Arts Board. Blair continued to act for Aboriginal rights all his life. He joined the Aborigines Advancement League in its early days and later the Federal Council for the Advancement of Aborigines and Torres Strait Islanders. Watching an Aboriginal marching girls group at Moomba in 1962 led Blair to establish the Aboriginal Children's Holiday Project, and he was an early member of the Aborigines Welfare Board in Victoria. He stood as a candidate for the Australian Labor Party for a seat in the Victorian Parliament against the then Minister for Aboriginal Affairs. Blair was appointed a Member of the Order of Australia (AM) in the Australia Day Honours of 1976." Wangaratta is a town located in country Victoria. With double-page b&w photographic frontispiece. Etikettierung am Buchrücken, Stempel und Vermerke auf dem Titelblatt. Ein Buch, das es so nie gab. Es ist das Ergebnis bibliothekarischer Entdeckungs-, Beschaffungs- und Bereitstellungskunst. Schriftliches Material, das in ungebundener Heftform mit niedrigsten Vervielfältigungszahlen für sorgfältig ausgewählte Interessen in den USA gedruckt wurde, landete in jeweils 3 Exemplaren im Literarischen Büro' der Frankfurter Firma Metallbank und Metallurgische Gesellschaft': Herausgeber dieser Blättersammlungen war der Research Information Service' des National Research Council'. Er wurde 1916 von Präsident Woodrow Wilson gegründet. Der Anlaß: die USA standen vor ihrem Eintritt in den Ersten Weltkrieg und stellten bei ihrer Ressourcen-Prüfung fest, daß es das Verhältnis zwischen Wissenschaft, Industrie und Staat im Sinne der Kriegsfähigkeit dringend zu koordinieren galt. Zwar gab es seit 1863 - von Abraham Lincoln initiiert - die National Academy of Sciences (NAS) als private, regierungsunabhängige Ehrengesellschaft führender Wissenschaftler. Sie hatte den gesetzlichen Auftrag, die US-Regierung in wissenschaftlichen und technologischen Fragen unabhängig zu beraten. Nun ging es aber um Zusammenarbeit im Sinne politischer Zielvorgaben. Und hier sollte Wilsons NRC als operative Tochter der Ehrengesellschaft die Durchführung staatlich geförderter Forschungsaufträge, Gutachten und Studien vergeben und deren Ergebnisse evaluieren und aufbereiten. 1922/1923 hatten die USA die wirtschaftliche Nachkriegsdepression überwunden, das Bruttosozialprodukt und die Bruttoinvestitionen stiegen, der Arbeitsmarkt stabilisierte sich, der Durchschnittlohn stieg. Ein Aufschwung mit Folgen: die USA verbauten in Fabriken, Wolkenkratzern, Stromnetzen und Autos so viel Nichteisenmetall (Kupfer, Zink, Aluminium, Nickel) wie nie zuvor in der Menschheitsgeschichte. Gleichzeitig alarmierte der britische Erfinder und Industrielle Sir Robert Hadfield (1858 - 1940) in einem aufsehenerregenden Aufsatz in der Fachzeitschrift Nature' 1922 die Stahlbauer u. a. in den USA: Hadfield schätzte, daß allein im Jahr 1920 weltweit und 29 Millionen Tonnen Stahl durch Rost und Korrosion unbrauchbar werden. Er bezifferte den damaligen wirtschaftlichen Verlust auf mindestens 589 Millionen Pfund Sterling. Seine Warnung: für die Instandsetzung korrosions- und verschleißbedingter Schäden seien 70 Prozent der damaligen jährlichen Weltstahlproduktion notwendig. Die USA hatten in dieser Zeit das Glück eines kompetenten Handelsministers, der diese für diese Botschaft wach war. Er hatte sich im Jahr seines Amtsantritts (1921) mit einem programmatischen Vorwort zu einem provokativen Buch gemeldet:: Waste in Industry', herausgegeben von den Federated American Engineering Societies. Hoover nutzte hier das zweiseitige Vorwort für Klarstellungen, deren Sinn seine Chronisten später als Plädoyer für einen "Assoziativen Staat" oder allgemein als "Hooverismus" bezeichneten. Es ist ein Plädoyer gegen ökonomische Ineffizienz, für Wissenschaft statt Ideologie und ein Aufruf an die Industrie, Forschungen zu nutzen. Und in diesem Sinne machte sich dann Whittaker im Auftrag des NRC an seine Fleißarbeit. In sechs Heften sammelte er zu sechs Metallen alles, was er in Sachen Korrosion zu fassen bekam: Nickel, Aluminium, Kupfer, Zink, Zinn, Blei. Seine Bestandsaufnahmen sind jeweils zweigeteilt: erst eine Aufstellung der bekannten Korrosionsumstände, dann umfangreiche Verweise auf einschlägige Veröffentlichungen zu dem jeweiligen Werkstoff. Zum Beispiel Kupfer: da geht es zunächst auf 31 Seiten um insgesamt ca. 300 Korrosionsbefunde, es folgen im bibliographischen Teil 187 Titeln u. a. auch aus Deutschland, die in englischer Übersetzung eingefügt werden. Damit ist dieses Buch eine Fundgrube für Industrie- und Technikhistoriker: sie werde.…
