Als Protege von Johann Christoph von Woellner wurde er Kriegsrat beim Armeedirektorium in Berlin. Unter französischer Herrschaft war er 1811-1813 Generalsekretär des Weser-Departements in Bremen und war seit 1814 als Schriftsteller und Übersetzer tätig. Halem war auch ein rühriger Freimaurer: In Göttingen war er 1786 an der Stiftung des Unitisten-Ordens beteiligt, gehörte in Emden der "Loge zur wahren Treue" und in Oldenburg der "Loge zum goldenen Hirsch" an.
