The essential functions of a bishop appear to be jurisdiction, confirmation, and ordination. But the Methodist bishops under Stage One have very ill-defined functions. Methodism will therefore inherit the names, but hardly the reality, of the traditional orders of the Christian ministry. This elaborate and subtle scheme seems likely to produce little but disturbance and stupefaction among the clergy and people.
