Published in 1890, it offers a detailed exhibition of the business of the year in transportation, construction, betterments, repairs, and the financial condition of all the principal lines of railroad in the state. The report notes improvements made in the physical condition of lines since the previous report, which the author attributes not only to maintenance and repair, but also to a marked improvement in the condition of branch lines, which are now generally up to the requirements of the communities they were built to serve. The author does note that there are some exceptions to this improvement, with the Kansas Central being singled out as not being in proper condition for either profitable operation or public safety.
