Roughness to blank inner margin, one short closed tear [expertly repaired]. Printed in two columns separated by a rule. Very Good. "Fair Play" is evidently a consortium of oce…an mail steamers opposing efforts by competitors- - "sailing vessels, or other ships propelled by steam"- - who seek government support to diminish the market for ocean mail steamers. Congressman Parker, of Indiana, served as such from 1851-1855. We suggest that this item was printed during that period. Not located on OCLC as of July 2025.
