He was also the U.S. Envoy to Great Britain -- a role that he perhaps overvalued when he reportedly declined an appointment as U.S. Chief Justice of the United States from President Grover Cleveland to remain at the Court of St. James. Phelps and the U.S. were routed in the arbitration hearing, the expansive U.S. claims to exclusive rights over the seals, etc. found to be overreaching.
