Volterra si dedico infatti allo studio dei senatus consulta per circa mezzo secolo, gia a partire dalla meta degli anni "30" aspirando ad una "edizione completa dei senatus consulta", assente in dottrina; tuttavia, per una serie di contingenze, da ultima la morte, il progetto conobbe diverse battute d'arresto. La ripubblicazione, in forma anastatica, delle due stesure (1940 e 1969) della voce "Senatus consulta" - corredate da note di lettura che tengono altresi conto di una prolungata ricerca d'archivio sui materiali preparatori e sui epistolari conservati dallo studioso - tenta di ricostruire l'evoluzione di questa vicenda, intellettuale ed umana ad un tempo, cercando di tracciarne un primo bilancio. L'indice ragionato delle fonti permette infine di passare in rassegna le edizioni di fonti adoperate da Volterra, di correggere alcune imperfezioni e, si spera, di fornire un utile strumento di lavoro.
