Contents Foreword 1 Introduction 2 Education in Bangladesh 3 VAB efforts to improve education in rural Bangladesh 4 High school Dropout problems in Bangladesh 5 Purpose of the present study investigating effects of VAB programmes on Dropout rate 6 Methodology and data collection 7 Analysis of data 8 Findings and observations 9 Recommendations Annexures Index This study of ten high schools in rural Bangladesh assisted by a US based NGO Volunteers Association for Bangladesh VAB presents detailed data on the dropout rate in each class from VI to X over a period of six years The study follows students at Class VI through class X for two academic cycles ending in 2007 and 2008 to estimate dropout rate over the cycle Importantly the study also tries to identify the reasons for dropout through a survey of direct sources students teachers parents and community leaders and provides an integrated analysis from these perspectives Research reveals a trend of dropout starting at a slower pace of about 9 10 percent at Class VI rising slowly to Class IX and ending with a bang of around 60 to 70 percent at Class X Easy promotion from Class VI onwards and the ultimate realization of the students that they are unable to cope with the demands of taking the test exam at Class X or the nationwide SSC Exam and in many cases the inability to afford the exam fees may explain the reasons for this sudden rise in dropout at Class X The study confirms the prevailing views about the main reasons for dropout as being poverty and poverty related factors There is unanimity in this regard among all the direct sources surveyed There is also unanimity about higher dropout among girl students in rural Bangladesh confirming prevailing views about early marriage of girls household role of girls in life and lack of recognition for the need for their education The study reveals potential for reducing dropouts with coordinated efforts while dealing with the causes In this regard interventions such as VABs Scholarship and other programmes operating in Bangladesh since year 2000 with the aim of improving attendance at school of rural poor students It is believed to have contributed to the reduction of dropouts by at least ten percent in two academic cycles It is encouraging to note that the longer the school benefits from VAB scholarships and other complementary programmes the larger is the reduction in dropout rate in some schools by as much as thirty percent jacket 64 pp.

Rahmatullah had relentlessly championed the cause of multimodal connectivity in South Asia, and also seamless movement of goods across all of Asia. His dream was to build an integrated South Asia through corridors and gateways, which will be well connected with pan-Asian transport networks. His seminal contributions had put connectivity as central to economic prosperity and regional economic integration in the region. One recalls that member countries of the South Asian Association for Regional Cooperation (SAARC) had pledged to achieve the South Asia Economic Union (SAEU) by turn of the ongoing decade, where an efficient, secure and integrated transport network was identified to play a catalytic role. Trade was to play a crucial part in this scenario. Regrettably, South Asia is a case in point, where country-specific constraints impeded trade between countries. Consequently, goods often lose competitiveness at home before being sold overseas. One of the key tasks before South Asian countries is, therefore, to build gateways and multimodal corridors, which are the building blocks for creating an integrated spatial economic region in South Asia. In this backdrop, this collection of essays in honour of Dr. M. Rahmatullah deals with a diverse range of issues concerning trade and integration in South Asia, and assesses policy priorities, implementation imperatives and emerging challenges in view of this. Each chapter of the book tries to capture a vital segment of the cross-cutting issues associated with closer transport and economic linkages in South Asia and attempts to draw relevant policy implications in this connection.
