Januar 1999 nimmt die wirtschaftspolitische Diskussion um die Währungsunion an Schärfe zu. Fragen der fiskalischen Konvergenz, der Umstellungswechselkurse und der Stabilität der künftigen Währung stehen dabei im Vordergrund. Wie aber wirken sich die veränderten währungspolitischen Rahmenbedingungen auf die Arbeitsmärkte der EU-Mitgliedstaaten aus? Diese für den dauerhaften Erfolg der Währungsunion und des gesamten europäischen Integrationsprozesses bedeutsame Frage hat bislang in der wirtschaftspolitischen Diskussion der Bundesrepublik vergleichsweise wenig Beachtung gefunden. Das Bundesministerium für Wirtschaft hat das Institut für Weltwirtschaft damit beauftragt zu untersuchen, inwieweit der Fortfall der nominalen Wechselkurse und der Übergang zu einer Einheitswährung den Anpassungsdruck auf die Arbeitsmärkte der EU-Mitgliedstaaten erhöht, wie die gegenwärtigen Rahmenbedingungen auf den EU-Arbeitsmärkten ausgestaltet sind und wie es um die gegenwärtige Anpassungsflexibilität dieser Arbeitsmärkte bestellt ist, wie groß die Gefahr steigender Arbeitslosigkeit aufgrund der Einführung der EWU bei unveränderten Rahmenbedingungen ist und wie die Rahmenbedingungen der Arbeitsmärkte auszugestalten sind, damit die Währungsunion ein beschäftigungspolitischer Erfolg wird. Dieser Forschungsauftrag wurde im September 1997 abgeschlossen. Die Arbeit der Autoren wurde begleitet von intensiven Diskussionen mit vielen Kollegen aus dem Institut für Weltwirtschaft, die viel Sachverstand, konstruktive Kritik und nützliche Anregungen einbrachten. Maßgeblich daran beteiligt waren Rüdiger Soltwedel, dem die Projektleitung oblag, Frank Bickenbach, Eckhardt Bode und Lars Kumkar.
