Man kann die politische Situation in Somalia, Ruanda, Liberia, Zaire u.a. als Beispiele nennen. Folgende Punkte erscheinen mir, bewegende Fragen in Afrika zu sein. (a) Die Tatsache, dass die andere in den Busch rennt, wenn eine Partei in vielen multiethnischen Ländern Afrikas die Staats-macht übernimmt - d.h. der Bürgerkrieg als menschliche Tragö-die. (b) Rebellen in Afrika haben eigentlich keine Waffenindustrie selbst. Worin besteht das, dass die Rebellen auch fast genauso wie die Truppen der Regierung bewaffnet sind? Ist es schwierig für die Gesellschaften in der postkonventionalen Stufe der Moralentwicklung, ihr moralisches Bewußtsein die Ozeane überqueren zu lassen, um bei der Lösung afrikanischer Konflikte tatsächlich Maßnahmen zu entwickeln und systematisch durchzusetzen, ohne dass sie sich tief in die inneren Angelegenheiten der afrikanischen Staaten einmischen? (c) Überläßt die Weltgemeinschaft alles nur den afrikanischen Staaten, ist es unmöglich, Demokratisierungsprozesse in Schwarzafrika weiterzutreiben. (d) Viele Normen und Werte in Afrika wirken gegen die mögliche Demokratisierung. Sie so zu lassen, wie sie jetzt ist, bedeutet keine Aufklärung; keine Aufklärung bedeutet keine Rationalisierung und Säkularisierung der Gesellschaft. Sie einfach durch staatliche Macht, etc, für nichts zu erklären oder sie zu ignorieren, kann auch viele andere Probleme hervorrufen, die Sicherheit und Ordnung in diesem Teil unseres Planeten mehr verschlechtern können. (e) Die Konkurrenzfähigkeit der Dritten Welt im Weltmarkt ist sehr gering, weil sie meist Rohstoffe oder landwirtschaftliche Produkte exportieren. (f) Hört die Dritte Welt mit diesen ungleichen Verhältnissen am Weltmarkt auf, ist sie nicht in der Lage, in der heute auf verschiedenen Ebenen miteinander verflochtenen internationalen Beziehungen zu überleben. Der afrikanische Kontinent und insbesondere das Horn von Afrika erscheint heute noch als ein Ort, wo einerseits ethnische Konflikte die Entwicklung der Region stark gehemmt haben und wo andererseits Werte wie Demokratie und die Verwirklichung von Menschenrechten angestrebt werden. Ausgehend von den methodologischen Prämissen der Vergleichenden Erziehungswissenschaft und insbesondere der kulturvergleichenden Forschung entwickelt die Arbeit auf dem Hintergrund einer knappen Ist-Analyse der äthiopischen Gesellschaft und vor allem des Bildungswesens die Frage nach der Gültigkeit europäischer Modelle für die Là sung afrikanischer Modelle. Dabei geht es vor allem darum, inwieweit die aus dem Geist der europäischen Aufklärung stammenden Konzeptionen einer Erwachsenenbildung als Volksbildung, wie sie sich insbesondere in Deutschland im 19. Jahrhundert verbreitet hat, eine Là sung dieses Dilemmas anbietet. Die naheliegende Frage der Ãbertragbarkeit europäischer Modelle auf den ostafrikanischen Kontext, beantwortet die Arbeit mit dem Hinweis, dass es am Horn von Afrika angesichts der verheerenden Bürgerkriege gar keine andere Wahl gibt, als auf Aufklärung und Stärkung der Vernunft als Mittel der Konfliktlà sung zu setzen. Konkreter Ansatzpunkt für die Ãbertragbarkeit ist die Feststellung einer durch Europa vermittelten Teilmodernisierung der afrikanischen Gesellschaften, die so angesichts der wachsenden Globalisierung gezwungen sind, auch für die Là sung ihrer aus der Modernisierung erwachsenden Probleme die Mittel der europäischen Aufklärung in Anspruch zu nehmen. Dabei sieht die Arbeit einerseits in der Umbruchssituation der europäischen Industrialisierung im 19. Jahrhundert, insbesondere aber in der Krisen- und Umbruchssituation in Deutschland nach dem 2. Weltkrieg eine Reihe von Analogien mit der Situation am Horn von Afrika, die sich als Bezugspunkte des Transfers anbieten. Die Analyse des Zusammenhangs zwischen Erwachsenenbildung und ethnischer Politik zeigt, dass eine Demokratisierung der äthiopischen Gesellschaft ohne Alphabetisierung, Grundbildung, Menschenrechtserziehung und Weiterbildung nicht gelingen kann. Das Buch plädiert deshalb für eine Bildungsreform, die auf einen Aufbruch aus der bestehenden Armut und eine Là sung der ethnischen Konflikte gerichtet ist. Da eine Ãbertragung auf andere afrikanische Gesellschaften durchaus mà glich scheint, ist die Arbeit von wesentlicher entwicklungspolitischer wie erwachsenenpädagogischer Bedeutung.
