Sir Thomas Picton (1758-1815), who was his sole executor and residuary legatee. The year of Picton's birth is variously reported, but the Monthly Magazine, December 1811, is among several s…ources reporting his death in Bond Street at the age of 87. 4pp, folio. Bifolium. In fair condition, aged and with closed tears along the three fold lines. Endorsed on reverse of second leaf: '12th. Regiment of Infantry | General William Picton | to J: N & B: Pearse | Assignment Offreckonings | From 6th July 1800: | To 5th July 1801 | For £3825: 5s: 4d'. Beneath this, in another hand: 'Entered at the Board of General Officers | J: Johnson' and in a third hand: 'Entd. In the Office of the Paymr. General. | Henry Harmood.' The page also carries a statement of the accounts, with four entries, with the total of £3825 5s 4d over '365 days'. The document proper is on the recto of the first leaf, written out in a secretarial hand, and signed at the foot by 'William Picton.' with his chipped seal in red wax at bottom right. Witnessed by 'J. C. Pleydell' and 'Alexr Cumming'. It is addressed by 'William Picton General in the Army, & Colonel of the 12th Regiment of Foot', to 'Messrs: John, Nicholas, & Brice Pearse, of Lothbury, in the City of London' (according to the article on John Pearse in the History of Parliament, his firm 'operated as Blackwell Hall factors at 41 Lothbury and as army clothiers at 98 Long Acre'). The document is intended for 'the Right Honourable Thomas Steele & George Canning, joint Paymaster's [sic] general of His Majesty's Forces'. Giving the total of 'all the Offreckonings [sic] of all and Singular, the Serjeants, Corporals, Drummers, Fifers, and Private Men, of, and belonging to the 12th Regiment of Foot, under my Command'. On the reverse of the first leaf: 'Entered in the Office for Inditing the Public Accounts the 3d December 1801 | Thos Gibbes'. Covering the whole of the recto of the second leaf is a communication, dated 18 November 1801, 'To | The Paymaster General of His Majestys Forces, or the Paymaster General for the time being', signed by three 'General Officers of the Clothing Board': 'Wm. Fawcett Genl. | G: Hotham Lt Genl. | D. Dundas [Lt?]'. (Fawcett (1727-1804) had been Adjutant-General to the Forces, and at the time of writing was Governor of Chelsea Hospital. After a distinguished military career Dundas (1735-1820) would serve as s Commander-in-Chief of the Forces from 1809 to 1811. Lt-Col. George Hotham was elder brother of the distinguished admiral Sir William Hotham (later Lord Hotham).) The letter states that, further to a letter from the Secretary at War, the Clothing Board have 'passed and allowed' the offreckonings, 'without requiring the usual Certificate of the View of the said Clothing'.

A 5-page handwritten draft of a letter to the secretary of the Commander of the Naval Facilities Engineering Systems Command, Peggy Craig. He tells a tale of Admiral Harry Rousseau and Alice Longworth and congratulates her on her most recent newsletter "Blueprint". The issue is present in the archive. 4) May 15, 1990. Responding to an accompanying birthday card from Peggy Craig, Combs has typed on 2 pages the draft of a letter thanking her, together with hand-written notes. "We have had 24 chiefs of the CEC and I have personally known every one of them." 5) November 9, 1990. A typed letter signed by Major General, USAF, Joseph A. Ahearn, "Bud Ahearn". The letter, typed on The Society of American Military Engineers letterhead, informs Admiral Combs that "the National Board of The Society of American Military Engineers has selected you to be an Honorary Member of the Society." 6) December 18, 1991. A typed letter signed "Haufie" from Harold D. Hauf on "Fellow American Institute of Architects" letterhead. He thanks Admiral Combs, "Dear Lewie", for the enclosures in his recent letter to Hauf and discusses the upcoming celebration for the 50th Anniversary of the Seabees. 7) March 28, 1991. A typed letter signed from Brigadier General, USA, Ret. Walter O. Bachus on The Society of American Military Engineers letterhead in reference "to the presentation of your Society Honorary Member award. We understand the reasons that you cannot travel to Seattle to receive the award." Signed "Walt Bachus". 8) April 19, 1991. A letter from Captain John K. A series of 9 letters, 4 from David E. Bottorff, Rear Admiral, Civil Engineer Corps, Commander, Naval Facilities Command and Chief of Civil Engineers and 5 from Admiral Combs. December 3rd or 4th 1985. A 3-page handwritten draft of a letter from Combs congratulating Bottorff on his selection for "flag rank". He then goes on to reminisce about their old times together. These 9 letters consist of: October 12, 1989. A typewritten draft of a letter from Combs to Bottorff. "The Chief has informed me of your appointment to succeed him and I want to extend my sincere congratulations. I have followed with great interest the careers of my R.P.I. 'boys' as I call them and particularly those who have made flag rank. I have a sense of pride in that perhaps I had a small part in their early preparation." February 21, 1990. A typewritten draft of a letter from Combs to Bottorff thanking the Admiral and his wife for an invitation to the CEC/Seabee Ball. April 2, 1990. A typed letter signed "Dave" from Bottorff congratulating Combs on his "95th birthday and a 65th wedding anniversary!". April 3, 1990. A typed letter signed "Dave" from Bottorff again sending birthday and anniversary congratulations to Combs. October 23, 1990. A typed copy of a letter to Admiral Bottorff from Combs, signed by Combs. Mostly personal recollections, he writes "I found pictures of the famous Gawarkiewicz lawn party graduation at our quarters, it was the last and the largest of these, June 1961. As you may remember, there were 6 rather senior USCG officers in that class of 27 and that is why there were several senior USCG officers there as well as Walt Enger. RPI President at that time was Richard Folsom." 20 December 1990. A typed letter signed Dave from Admiral Bottorff to Combs expressing his appreciation for Combs' service. "We are very proud that you have been selected as an Honorary Member of S.A.M.E. When I was asked by The Society awhile back if I wanted to nominate someone for this honor, There was no hesitation on my part in selecting an appropriate candidate. He sends photos [not here present] taken during an afternoon visit with the Admiral. February 10, 1992. Rear Admiral Bottorff writes Combs on Department of the Navy letterhead. Addressing Combs as "Uncle Lewie", "It's almost time again for another Change of Command. In just a few months, another CEC flag will assume the finest command a naval officer could ever hope for, and my picture will hang with some very good company in the Chief's Board Room." He goes on to invite Combs and his wife to the change-of-command / retirement ceremony. He signs "Dave". 11) August 14, 1992. A mechanically reproduced form letter raising funds for the CEC Seabee Historical Foundation. Reads 'We the General Officers appointed to Inspect & Regulate the Clothing of the Army, Do hereby Certify that the Clothing for the Loyal Surrey Rangers, commanded by Colonel Potter, having been Viewed and found agreeable to His Majesty's Instructions, We Desire You to Comply with Payment of this Assignment amounting to Two Thousand and five Pounds, eleven Shillings, and seven pence, which Sum takes up the Offreckonings of the said Rangers to the 24th. December 1800.' On the reverse of the document are the manuscript accounts, with signed memorandum that payment has been 'Entered at the Board of General Officers', followed by autograph note: 'Entd. in the Office of the Paym: Genl / Jn.
