After Oxford Robertson joined the Sudan Political Service from 1922 to 1953, serving appointments in Blue Nile, White Nile, Fung, and Kordofan provinces and was the Civil Secr…etary from 1945 to 1953. In this position in 1947 he was chairman of the Juba Conference. He was then sent to British Guiana in January 1954 by Oliver Lyttelton, the then Secretary of State for the Colonies to write the Robertson Commission Report to investigate the current crisis in the country due to the election of the People's Progressive Party, who were seen as too friendly with the Communist organisations that had led to the suspension of the constitution. He was then sent to Nigeria as a result of his work. He was Governor-General from 15 June 1955 to 16 November 1960 (representing the Queen as head of state from 1 October to 16 November 1960). Contains (xvi), 272 pp with monochrome photographs throughout. A little spotting to the closed text block edges. Very Good condition book in Very Good condition dust wrapper with rubbing to the spine ends and corners, not price clipped. Member of the P.B.F.A. NORTH AFRICA [Sudan].

Addressed "Dear Mr. Saltford" in ink by Governor-General Hochoy, he expresses his sympathies at the passing of Herb Salford's mother who, with her husband, r…an Saltford's Flower Shop in Poughkeepsie, where many important celebrities and politicians purchased flowers and plants. "It was with mixed feelings that my wife and I received your letter of 16th June, advising us of the passing away of your mother who we remembered so well." "Mixed feelings in the sense also, that we are so happy to learn that your father who is now 91 still has pleasant memories of our acquaintanceship." Annotated in ink "With warm regards, Yours sincerely" signed "Solomon Hochoy". There is a small remnant of paper, possibly from the flap of an envelope, adhering to the verso. Else, fine. The last colonial governor of Trinidad and Tobago, Solomon Hochoy (1905-1983) also had the distinction of being its first governor-general when the country gained independence in 1962. The first non-European governor of a British colony he was also the first Han Chinese and Caribbean person to become Governor-General of a country within the Commonwealth.

'Independently of my personal interewst in Methodism from the fact of my family having been for 35 years in connexion with that body, I take as a Christian, an extended interest…in the success of your mission, one of the most valuable, I believe, in existence'. After attending a public meeting in Belfast, he will travel 'the same night to Liverpool' and then to London. 'I must travel, which I am now unwilling to do, by the Railroad on Sabbath night. By this means I must please God to be with you.' Should he be prevented from attending, 'be assured of my most ardent good wishes: and at all times, when my exertions, or presence can be of use I shall be but too happy, to have them called for by you, or the friends of Methodism'.

ONE: Autograph fair copy of speech by Read on behalf of his 'fellow-members on the [Second] Colonial Office Conference' [1930] to the British Empire League and the Bri…tish Empire Club. Apparently unpublished. Unsigned. 5pp, 12mo. On bifolium and single leaf, both with letterhead of Government House, Mauritius. Undated, but since Read was transferred to the Colonial Office in 1889, a reference in the speech to his having 'entered the Colonial Office more than 40 years ago' indicates that the it was made at the 1930 conference rather than the 1927 one. The Colonial Office List of 1946 gives a useful account of the conference, which was held in June and July 1930, with twenty-seven 'Overseas Governments' represented. Read begins his speech: 'Lord Stradbroke, my Lords & Gentlemen / on behalf of my fellow members on the Colonial Office Conference I desire to thank the Br[itish]: Emp[ire]: League & the Br[itish]: Emp[ire]: Club very warmly for having invited us here to-night & also for having made us Honorary Members of the Club during the session of the Conf[eren]ce.' After noting that 'the Club had been established as a memorial to my old chief, the late Sir Robert Herbert - that great public servant who was beloved & revered by all who had the good fortune to know him', he continues: 'I believe that it was Lord Durham who said that our Colonial Empire had been founded in a fit of absent-mindedness & fostered by a salutary neglect. If that be so the Empire appears to have lost all trace of that origin to-day, for never before has its development been pressed forward with fuller purpose & the existence of Societies like your own sufficiently testifies to the deep interest which is being taken by the people of this country in its progress. And what a marvellous progress that has been.' He describes the changes which have taken place since he joined the Colonial Office, including the observation that 'in W. Afr[ica]: our possessions consisted for the most part of narrow strips of a fever-stricken coast, there was no Rhodesia, & that richest of all countries, the Malay Peninsula, was an undeveloped estate.' 'But, my Lords & Gentlemen, the Empire is a living thing &, like all things that live, it must grow or it must decay. [.] which path the Empire is to take depends, as it has never depended in any other Empire before, on the unfettered choice of the masses of its citizens. Their will is supreme and there is not graver responsibility than that of instructing & finding it aright.' He ends by describing the 'important and honourable part' the British Empire League can play in the 'great task' of 'maintaining that great League of Free Nations, known as the Br[itish]: Empire, which is to-day the most potent instrument of good both for ourselves & for mankind.' The ends, in his own name and that of his fellow guests, by wishing 'all success & prosperity to the Br: Empire League.' TWO: Autograph copy of speech by Read 'On Lord Linlithgow's app[ointmen]t. to be Chairman of the Imp[erial]: Coll[ege]: of Sc[ience]: & Tech[nolog]y. 16 Nov/34' [i.e. 1934]. Unsigned. 1p, 4to. Begins: 'My Lord Marquis, / I have been allotted the agreeable duty of welcoming you here to-day on behalf of the Governing Body of the Imp: Coll: of Sc: & Techgy.' After the usual courtesies he states that 'The Governing Body includes not only representatives of important interests in this country but also representatives of the Empire overseas, and in any efforts which may be made to perfect the organization or to extend the activities of this great Institution, your Lordship can rely upon their whole-hearted support. You may count also on the support of a scientific staff which is probably unequalled and certainly unsurpassed by that of any similar institution whether in this country or elsewhere'. He continues in much the same vein. THREE: Lady Read's commonplace book. Ownership inscription on front free endpaper: 'Violet K. Read / March 1924.' Ruled 4to volume, bound in patterned red cloth. Autograph quotations on eleven pages, from individuals including Charles Dickens, Sir Francis Bacon, Napoleon, Lord Rosebery. Headings: Valour; Empire; Imagination; Peace; Children; Religion. Continues: 'Lady Read has been much disturbed at the health of Gladys Ingram (Miss Baker's niece) who for the last few weeks has shewn [sic] that her nerves are much upset.' In the event that he is unable to attend the meeting ('as I have an engagt. for 3 o'clock at Marlborough House') he asks the Bishop to 'mention - if you…think proper - how entirely I agree with the view taken by Mr. Jacob & that I think £2,000 to each Bishopric is the least wh. S.P.G. shd. offer.' In Frere's view 'the meeting will have the power of deciding whether efficient episcopal supervision shall be provided for those two great Provinces, the Punjab & Burmah; or whether this shall be indefinitely postponed.' He explains regarding a plan on the matter put forward twenty years before by the Bishop of Exeter: 'The great Mutiny occurred & all action was postponed for 20 yrs.' The letter proceeds with a discussion of 'the kind of Bishop Ld. Salisbury proposes', with Frere dividing his analysis into four lettered sections, with the first (and shortest) reading: '(a) the exact kind of Bishop wh. Bishops Cotton & Milman contemplated'. Frere considers 'that what is described as a Miss[onar]y. Bishop must be more or less a class Bishop or a caste Bishop'. He concludes in the hope that 'S. P. G. will be true to its own old lines of principle & action & not, in hunting after vain shadows lose the substantial advantage of the creation of two manageable sees'.

The present item was written during his first posting, as Assistant District Commissioner in the British East Africa Protectorate, 1908-1914. He would go on t…o publish a book on the region, titled 'Kilimanjaro and its People' (1924). 7pp., 4to. In fair condition, on aged and worn paper. He has 'just returned from a trip to an uninhabitated [sic] place in search of people who do not exist. [] the discomforts were many, particularly the lack of water which made washing out of the question once or twice. I am now off again to climb hills & build beacons all over the place. [] It is very hot here now and unhealthy; great many natives down with fever & the DC every other day. Personally I feel quite fit though at times very warm & limp in the march.' He responds with (playful?) indignation to criticism by her: 'I want to know in what way I am getting as African as all the rest. Terrible discovery to find oneself a cold sort of pagan chief as a confirmed friend of everything black & savage after one has been trying to remain more or less civilised.' He 'saw a lion the other day but having only a shot gun I did not care to tackle it. With his rifle I shall hope to do some destruction, especially as I have got instructions to collect "ticks" off lions, leopards & other animals for medical researches & before I do so I intend killing Him because a lion might protest against such familiar handling.' He is enclosing a photograph of 'the D[istrict]. C[ommissioner]. & myself (on the mule) starting off on what we called our punitive expedition to a German missionary'. He is 'now going to ride over to another Missionary, also German, to lunch to day. A great advantage about this missionary is that he keeps beer; the other one only keeps water. I must say we are lucky to have Germans in the District, they are much more reasonable than any others & study the natives more in consequence of which they don't develope [sic] the black brother creed.' Other topics include: 'The Baby', her decision to take a house in London, the lack of communication from 'Dad' ('he might take more notice of his children postage is only one penny to here'), the election, Pylewell; with references to Ingham, 'Dick', 'Harry', Finn. Text reads: 'Sir, / I have had under my consideration the evils which have been experienced in some of the West Indian Colonies, but more extensively, still, in the Island of Mauritius, from the unsteady habits of certain classes of Immigrants. I have addressed to the Governor of Mauritius a Dispatch, in which I have suggested the adoption of a system in respect to Coolie Immigrants, which appears to me to be calculated to meet these evils, and to be applicable also to the case of Coolie or any other Immigrants introduced into the West Indian Colonies, otherwise than at their own Cost. I transmit to you herewith a Copy of this Dispatch, and I request you to consider it as embodying the principles of regulation in this matter, which, if the Colonial Legislatures should be disposed to adopt, Her Majesty's Government would be prepared to sanction.' Called to the Bar in 1886, he practised as a barrister on the Oxford Circuit before taking up an appointment as a Puisne Judge in the High Court of Justice at Fort William in Ben…gal in 1899, serving in that capacity until returning home in 1913. In later years he acted as Justice of the Peace and Deputy Lieutenant for Herefordshire. The collection is in fair condition, aged and worn. ONE: Printed document completed in manuscript, signed by the Governor of Gibraltar Sir Robert Biddulph (1839-1918), docketed by Harington 'Letters patent appointing Sir R. Harington temporarily Chief Justice of Gibraltar', dated 8 May 1892. The document, with damaged seal of Queen Victoria under paper, appoints 'His Honour Sir Richard Harington, Baronet, Judge of the County Court of Worcester [] to act as Chief Justice of Gibraltar, during the absence on leave of His Honour Sir Henry James Burford Burford Hancock Knight, Companion of Our Most Distinguished Order of Saint Michael and Saint George'. TWO: Typed document signed by Colonial Secretary of Gibraltar Henry More Jackson (1849-1908), docketed 'letters Patent appointing Sir Richard Harington Bt acting Chief Justice of Gibraltar', dated March 1901. With seal of Edward VII under paper. Appointing Harington to the position 'during the absence on leave of His Honour Stephen Herbert Gatty'. 2pp., folio. On letterhead of the Colonial Secretary's Office, Gibraltar, 3 April 1901. 1p., 8vo. Informing him of the Easter closure of the 'Public Offices'. FIVE: Printed grey-paper 'Pass to Sketch or Photograph' in Gibraltar, issued to Harington. Signed by Major Crawford, Assistant Adjutant General, stamped and dated 30 June 1901. SIX: Printed pink-paper 'Officer's Pass', made out to Harington, and giving him 'permission to pass along the roads (but not off them, nor along the footpaths) comprised in the triangle Willis's Signal Station and Windmill Hill Gate'. Signed by Crawford, and dated 31 March 1901. SEVEN and EIGHT: Two duplicated letters, in facsimile manuscript, from the Assistant Military Secretary. 14 and 15 March 1901; the first from Government House, the second from 'The Convent'. Each 1p., 12mo. The two relating to a visit by 'the Duke and Duchess of Cornwall and York'. The first, with the names of 'Sir R. and Lady Harington' added, an invitation to 'the Dinner to be given by His Royal Highness on board the "Ophir" on the 21st. March. The second, with 'The Acting Chief Justice' added, inviting Harington to 'the Landing Stage on H. M. Dock [] to receive Their Royal Highnesses'. NINE: Eastern Telegraph Company telegram from 'Nicolson', inviting Harington and his wife to dinner. 4 April 1901. TEN: Notebook, with waxed black cloth cover, containing itemised manuscript account of expenditure on food. No evidence of author or place, but compiled (during Harington's second tenure) between 5 March and 19 May 1901, by Lady Harington's household. 118pp., 12mo, with 2pp., 12mo, on leaves loosely inserted. Thomas Desbrisay relating to an unpaid debt owed to Dan Grandin, a court lawyer who acted on his behalf in cases against two of his tenants. Desbrisay was a major land… speculator in the colony, buying up large tracts of land even before taking up his office ten years after his appointment as Lieutenant-Governor. He first attempted to recruit settlers in Ireland before the British government forbade the practice in 1773. Despite charges by the Governor, Walter Patterson, that he had attempted to interfere in the proper allocation of colonial funds and was unfit to hold office, and the fact that he had swindled prospective settlers by selling them land he had mortgaged, he was not removed from office. Once arrived in St. John's, he granted some 400 crown lots in Charlottetown Royalty, including many to himself and his family. Still he remained Lieutenant-Governor even after he and the others were forced to surrender land to the Crown. With the reorganization of the colonial administration in 1784 the office of governor of StJohn's Island was eliminated, and Patterson replaced Desbrisay as Lieutenant Governor.

In addition there is some discussion of sending delegates among the Six Nations: "The sending out Parties of English Men with the Indians of the Six Nations, I strongly recommended to the Court & repeated my instances of the absolute necessity of our maintaining our interest in them in that way.
