They amount to the development of a perfect culture. Their appearance of virtual impossibility was not a product of Kant's impracticality, but rather of his hardheaded notion that war is a good thing until perfection has been achieved. It is war that keeps states from degenerating into quiet tyranny. Men have in them the possibility of eventual perfection and it is their inadequacies that lead to war, not the workings of history or an evil providence. The same can be said of the length of men's lives and of their dream of a golden age without the conflicts of civilized life. In the first place, men's short life is necessary and a blessing. If men lived longer, their natural characteristics would have an increased capacity to develop at a time when world culture had not yet been substituted for them. In a longer life they would lead to accumulating more cares and grievances. The vices of the human species would grow to such an extent that another flood would be required.'
